Connect for Health Colorado is a public, non-profit entity established by the Colorado General Assembly in 2011 to create a health insurance Marketplace. Since 2013, we've been helping individuals, families and small employers compare plans, apply for financial help and buy health insurance. As Colorado's official health insurance marketplace, we are the only place to apply for financial help to lower the monthly cost of premiums. Customers can shop online; get help by phone or online chat from Customer Service Center representatives; and access expert help from a statewide network of certified Brokers and community-based Assisters. Position Summary:


The Business Intelligence Data & Reporting Analyst generates information to support Connect for Health Colorado (C4) business decision-making. They support the technical and access expansion of C4 BI Analytics, Self-Service Power BI Viewers and Super-Users development and training, deliver Board/Management reporting, as well as regulatory reporting. They also produce continuous improvements in information management and delivery.


This role will work with the BI Data Engineer and BI Developer to implement improvements for BI visualization technologies and Self-Service Information Delivery. They will develop deep understanding of customers, business operations, opportunities, and challenges to develop measures, metrics, reports, and analyses that lead to measurable improvements.


Position Responsibilities:


Creation and Management of Enterprise-Level Reporting Models

  • Ensure compliance with data management policies and procedures, including information security, data governance & distribution and retention/destruction.
  • Document, maintain, and execute BI reporting model life cycle processes and data/measure definitions.
  • Consistently and efficiently perform testing on data results for new initiatives as well as current processes, including optimizing reporting models.
  • Customer Communication: Ensure customer has clear understanding of the report/analysis and communicate results and opportunities clearly and accurately.

Delivery/Certification of Enterprise-Level Reporting

  • Design and build public-facing, Self-Service data lookup capabilities for use by regulators and external data analysts.
  • Provide ad hoc Self-Service reporting with analytical reasoning to produce information to solve business problems.
  • Ensure reports and extracts comply with design and coding standards.
  • Data Integrity: As needed, update Self-Service recurring and non-recurring reports for accuracy and reasonableness.
  • Implement operational and strategic reports as assigned, including summaries, drilldowns, filters, groupings, organization, and data presentation through the analysis, design, testing, and delivery of BI Self-Service visualizations, reports, and extracts.
  • Ensure BI certification processes are followed.

Enable C4 Analysts to access and appropriately use Enterprise-Level Models

  • Support the business in meeting their information needs.
  • Collaborate with team members to ensure best practices to approach/delivery.
  • Provide training and access to models and new functionality.

Requirements

  • Colorado resident.
  • Undergraduate degree in business information & analytics, business intelligence, statistics & data science, data visualization, or related field and/or equivalent years of work experience.
  • 2-3 years track record of applying analytics to improve business results.
  • 2-3 years proven track record to manage priorities and consistently meet deadlines using Agile practices (Kanban, JIRA), including creating and maintaining relevant documentation.
  • 2-3 years of developing reports based on complex data models and working with structured and unstructured data.
  • 2-3 years of experience with SQL (Snowflake).
  • 3-4 years of experience with Power BI, Power Automate, MS Office Suite.
  • 3-4 years of experience writing M and DAX for Power BI and VBA for Excel; experience with DAX Optimizer a plus.
  • 3-4 years of experience with JSON, Python or R, and excellent data analysis and quantitation skills.
  • Familiarity with current cloud-based BI architectures (AWS experience is a plus), including the use of Cloudflare, PuTTY or similar.
  • Skilled in proactively collaborating with team members to create and maintain BI data dictionaries, data models and other critical documentation.
  • Familiarity with general ETL/ELT capabilities (processes and tools).
  • Familiarity with health care and/or insurance industries preferred.
  • This position requires an individual with a strong work ethic, good collaboration and communication skills, a strong analytical background, and the ability to produce quality work in a fast-paced environment with tight deadlines.

Work Environment:

  • Currently working remotely.
  • The Connect for Health Colorado office is located in the North Tech Center area of Denver, near the intersection of I-25 and I-225.
  • Work schedule may include some non-traditional hours, weekends and evening events.
  • Core office hours are typically 8am-5pm with some flexibility.

Connect for Health Colorado offers a competitive benefits package.  Employees are offered a robust benefits package and may elect from various offerings to tailor a package best suited to their individual needs. Connect for Health Colorado employees are eligible to participate in the organization's 403(b) plan and are additionally provided with paid time off, short- and long-term disability, and life insurance.  The salary for the position is $72,100 - $94,760 per year.
