NCSC is seeking an experienced Controller to join our Finance team. The Controller for NCSC is responsible for providing strategic leadership and oversight of the organization's accounting and financial operations, ensuring the integrity, accuracy, and timeliness of all financial activities. Reporting to the VP of Finance & Administration, the Controller directs the day-to-day accounting functions, oversees financial reporting, budgeting, cash management, project accounting, and internal controls, and ensures compliance with Generally Accepted Accounting Principles (GAAP), federal regulations, and organizational policies.
This position serves as a key financial advisor to executive leadership by providing insightful financial analysis, forecasting, and recommendations that support sound business decisions. The Controller oversees financial compliance related to government grants and contracts, including Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), and Negotiated Indirect Cost Rate Agreement (NICRA) requirements. The role also leads the annual audit process, manages treasury and investment reporting, oversees Deltek Costpoint financial operations, and ensures the effective administration of accounting policies and procedures.
The Controller fosters a culture of financial stewardship, continuous improvement, and operational excellence while supervising accounting staff and partnering with leaders across the organization to support strategic initiatives and organizational growth.
Duties and Responsibilities
  • Direct and oversee all accounting operations, ensuring the accuracy, integrity, and timeliness of financial reporting, accounting records, and daily financial transactions.
  • Manage the monthly, quarterly, and annual financial close processes, including general ledger reconciliations, project accounting, labor distribution, revenue recognition, and financial statement preparation.
  • Prepare and analyze financial reports, forecasts, and budget-to-actual analyses, providing leadership with actionable insights on financial performance, cost trends, cash flow, and organizational risks.
  • Provide key operational and review support the VP of finance with the annual budgeting process, including direct and indirect cost budgets, financial forecasting, and long-range financial planning.
  • Develop, monitor, and maintain indirect cost rates, overhead pools, and prepare and submit Negotiated Indirect Cost Rate Agreement (NICRA) proposals while ensuring compliance with applicable regulations.
  • Ensure compliance with Generally Accepted Accounting Principles (GAAP), Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), Uniform Guidance, and other applicable federal, state, and organizational policies.
  • Oversee project accounting by monitoring contract funding, project budgets, revenue recognition, billing, collections, and financial performance to ensure accurate reporting and contract compliance.
  • Coordinate and manage all internal and external audit activities, preparing supporting documentation and implementing corrective actions as needed.
  • Manage organizational cash flow, banking relationships, investment reporting, debt covenant reporting, and other treasury functions to ensure the organization's financial stability.
  • Oversee accounts payable, accounts receivable, employee reimbursements, corporate credit card administration, international wire transfers, and other financial operations to ensure timely and accurate processing.
  • Administer and maintain the organization's accounting system, including year-end and new-year processing within Deltek Costpoint, financial databases, and reporting tools.
  • Ensure timely completion of all required federal, state, and local financial filings, including 1099 reporting, business license renewals, charitable registrations, sales tax filings, annual reports, and other regulatory requirements.
  • Maintain accurate fixed asset records, reconcile general ledger accounts and project revenues, review labor and payroll allocations, and ensure the integrity of financial data across all accounting systems.
  • Develop, implement, and continuously improve accounting policies, internal controls, financial procedures, and business processes to strengthen operational efficiency and mitigate organizational risk.
  • Support proposal development, pricing strategies, and financial analyses for grants, contracts, and other business development initiatives.
  • Prepare annual financial surveys, census reports, and other required organizational financial submissions.
  • Manage state membership dues, annual billings, and related financial reporting.
  • Supervise, mentor, and develop accounting staff while fostering a culture of accountability, continuous improvement, and exceptional customer service.

Qualifications
  • Bachelor's degree in accounting or finance, and Certified Public Accountant (CPA) designation with 10+ years' experience in a controller or similar role
  • Experience with government contract cost proposals, indirect cost rate analysis, managing EACs and conducting various variance analyses
  • Experience with a range of accounting programs/ERPs, and expertise in Deltek/Costpoint
  • Proven experience with systems implementation and process improvements
  • Strong leadership skills with the ability to supervise, coach, mentor, and develop accounting staff while fostering a collaborative and accountable work environment.
Additional Skills and Abilities:
  • Represent NCSC in a professional manner including an ability to establish credibility and to interact productively with staff across the organization and with external stakeholders
  • Expert knowledge of Generally Accepted Accounting Principles (GAAP) and nonprofit accounting principles.

  • Demonstrated knowledge of financial statement preparation, budgeting, forecasting, cost accounting, project accounting, and financial analysis.
  • Strong understanding of internal controls, risk management, audit principles, and financial compliance requirements.
  • Advanced knowledge of general ledger accounting, revenue recognition, accounts payable, accounts receivable, payroll accounting, fixed assets, and treasury management.
  • Experience preparing and analyzing monthly, quarterly, and annual financial reports for executive leadership and governing boards.
  • Ability to interpret financial data, identify trends, evaluate business risks, and develop practical recommendations that support organizational decision-making.
  • Strong analytical, problem-solving, and critical-thinking skills with exceptional attention to detail and accuracy.
  • Demonstrated ability to develop, implement, and improve accounting policies, procedures, workflows, and internal controls.
