As a Construction Control Inspector, you will:

• Maintain/monitor fiscal control relative to the execution of the construction contract.
• Draft contract modifications for review by the Contracting Officer (CO) and are delegated the responsibility of negotiating the costs of changes with the contractor in accordance with provisions in the contract.
• Provide construction management control and surveillance of the work being performed by the contractor. Identify anticipated problems and take appropriate and timely corrective action.
• Be responsible for assisting in the enforcement of established construction specification requirements; determine the necessity for issuance of contract administration correspondence and contract modifications to the contractor in accordance with established policies and procedures.
• Recommend changes in design, specifications, and schedules to the Construction Operations Engineer (COE), as appropriate, to meet field conditions.

The ideal candidate for this position is a construction manager or inspector with experience independently and effectively serving as a contracting officer's representative on a variety of highway or bridge construction projects. Primary duties include ensuring compliance with contract specifications, providing technical direction and guidance, and delivering contract administration services and support.

• SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
• GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
• BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals. Appointment will be subject to the applicant's successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.
• PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
• TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
• DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
• TELEWORK: Telework for this position is typically only allowed in emergency situations.
• FAC-COR CERTIFICATION: You must attain and maintain a FAC-COR Certification within one year of start date.

Qualifications
To meet the minimum qualifications for this position, you must meet the Individual Occupational Requirement (IOR) and the specialized experience requirements.
Individual Occupational Requirement (IOR): To qualify for this series, applicants' resume must show experience that demonstrates:

• Engineering aid or technician or surveying technician performing work directly related to construction.
• Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements.
• Supervisor of craftspersons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.

In addition to meeting the IOR requirement for this position, you must meet the specialized experience at the Grade which you are requesting consideration:
To qualify for the Grade 11, you must have at least one year of specialized experience equal or equivalent to the GS-10, it must include:

• Experience in the administration of highway and/or bridge construction projects that include major operations such as grading, drainage, bridge construction, retaining wall construction, temporary traffic control, and road paving.

To qualify for the Grade 12, you must have at least one year of specialized experience equal or equivalent to the GS-11, it must include:

• Experience applying construction practices, methods, techniques, costs, materials, and equipment requirements related to highway and/or bridge construction performed under contract; AND
• Experience performing construction cost estimating, including developing, reviewing, or analyzing cost elements such as labor, materials, equipment, overhead, and profit; AND
• Experience with surveying equipment, technology, and methods sufficient to support quality assurance activities, including reviewing contractor survey computations and results.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Building and Construction - Knowledge of materials, methods, and the tools to construct objects, structures, and buildings.
2. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
3. Oral Communication - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.
4. Written Communications - Writes in a clear, concise, organized, and convincing manner for the intended audience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
