Duties
Help
As a Interdisciplinary General Engineer-Civil Engineer at the GS-0801/0810-12/13 some of your typical work assignments may include:

• Serves as a multi-disciplined construction engineer, responsible for designing, formulating, documenting, and executing complex test programs based on the requirement of the Department of Defense and the military services for the defeat of foreign military targets and for the protection of U. S. and allied facilities from the effects of conventional, non-conventional, special, and nuclear weapons.
• The incumbent is responsible for enforcement of all technical and administrative provisions of assigned construction contracts. The incumbent is further required to apply sound engineering principles and judgement throughout the performance of their duties.
• Assists with the development and implementation of test master plans, test plans, and test operation plans that support of Test Article construction projects at Kirtland Air Force Base (KAFB), White Sands Missile Range (WSMR), and other test sites in which DTRA is supporting.
• Visit construction sites to monitor progress and solicit input from the Quality Assurance (QA) representative, review Contractor Quality Control reports and attend Quality Control (QC) meetings, by exception. Take necessary action (including possibly recommending dismissal of QC Manager and/or other QC staff) to assure contractor's quality control program is provided in accordance with the contract requirements and that the three phases of quality control are being utilized.
• Based on technical knowledge and coordination with the PM, testing team, designer and contractor, coordinating and suggesting technical solutions to unforeseen problems during construction.
• Represents the RD-TST as the technical representative in matters involving contract modifications and claims.

• Possess a Project Management Professional Qualification or be actively working and obtain a Project Management Professional Qualification within two years of being hired.
• Within one year of acquiring related experience and achievement of required training, the incumbent may also be appointed as a COR in support of in-scope contract modifications within specified dollar threshold.
• This is an Acquisition Workforce position in the Engineering, Technical and Management (ETM) career field. The incumbent will be required to become certified Level Practitioner in the applicable career field within 5 years.
• This position requires a medical examination to ensure the physical qualifications for the position are met. This requirement will be performed under a licensed healthcare professional. See "Additional Information" below for details.
• The incumbent may be required to become up to first responder certified and perform lifesaving actions in the field environment.

Qualifications
You may qualify at the GS-12, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below:

• Performing project management and oversight of timelines, budget, and scope of ongoing projects;
• Overseeing civil and construction engineering modifications for standard practices, adapting equipment or techniques to solve a variety of problems;
• General knowledge of structural mechanics and engineering mechanics to design, coordinate and manage technical implementation/fielding, and;
• Providing technical input on a broad range of civil engineering and construction standards, methods, practices, and techniques, and equipment to determine compliance with federal, state, and local codes and regulations.

You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:

• Leading or directing project management to manage timelines, budget, and scope of ongoing projects;
• Serving as an expert on a broad range of civil and construction engineering duties to modify standard practices, adapt equipment or techniques to solve a variety of problems;
• Providing technical oversight and direction of structural mechanics and engineering mechanics to design, coordinate and manage technical implementation/fielding, and;
• Independently managing a broad range of engineering and construction standards, methods, practices, and techniques, and equipment to determine compliance with federal, state, and local codes and regulations.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0801/0810, series as listed below:
A. For Engineering series 0801/0810 - Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
B. For Engineering series 0801/0810 - Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

• Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
• Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
• Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. PHYSICAL REQUIREMENTS CONTINUED:

• This position may require the incumbent to lift over 50lbs, walk and/or crawl over rough terrain, bend over, and/or crawl/fit into tight spaces. This position requires a medical examination to ensure the physical qualifications for the position are met. This requirement will be performed under a licensed healthcare professional.
• This position may require the use of personal protective equipment which may include chemical protective gear and a protective mask or other respiratory protection. Respiratory protection will include a medical exam to qualify on use and wear IAW 29 CFR 1910.134.
