Job description

CA&M s seeking aProgram Managerfor the National Institutes of Health (NIH) National Institute of Allergy and Infectious Diseases (NIAID) Professional, Scientific, and Technical Support Services (PSTSS) IDIQ. The PSTSS IDIQ will provide professional, scientific, and technical support services to support NIAID's current and emerging research priorities by NIH in Bethesda, Maryland. Support includes specialized scientific support related to basic, translational, and clinical research; vaccine research; general laboratory research at Biosafety Levels 2, 3, and 4; veterinary and scientific research in Animal Biosafety Levels 2, 3, and 4 environments; and bioinformatics and computational biology.


The Program Manager will provide overall leadership, direction, and oversight of day-to-day activity management and task order response. This position will be contingent upon award and is expected to be a hybrid remote role with on-site responsibilities at the main campus in Bethesda, MD, NIADS offices in Rockville, and occasional travel to Hamilton, Montana, and to key industry events.


Responsibilities:

  • Serve as the primary scientific point of contact with NIH.
  • Lead the supervision of all aspects of scientific task order oversight, including employee identification and management, dissemination of information, and submission of reports and other contract deliverables.
  • Respond to task order requests and provide central management and oversight of task orders under this award.
  • Work collaboratively with NIH leadership, field project managers, technical officers, contracting officers, and contracting officer representatives to carry out acts to support and respond to task orders, ensure mutual understanding of expectations, and adapt to emergent changes in the operating context.
  • Select, place, support, and provide technical and administrative direction and guidance to all technical experts carrying out technical requirements.
  • Prepare meeting agendas, minutes, briefings, speeches, papers, letters, manuals, job aids, or other documents at the request of the contracting officer representative.
  • Design, develop, and deploy dashboards and related tools.
  • Develop and maintain components of task project schedules for tracking task/sub-tasks specifically identified by the contracting officer representative.
  • Ensure quality and control methods are applied consistently and transparently for all contracted tasks and functions.
  • Work with CA&M, Inc. to oversee compliance and performance (financial, operational, technical, etc.) of the IDIQ contract and subsequent task orders.
  • Support the development and delivery of high-quality materials and presentations aimed at different audiences, including decision-makers.

Qualifications:

  • A PHD and MD degree in infectious disease research and development, in scientific research or clinical environment, or another relevant field.
  • At least five (15) years of experience in program management overseeing and/or performing staffing, budgeting, scheduling, and client interaction.
  • At least five (15) years of experience successfully managing and leading high-performing teams.
  • Demonstrated experience in a scientific research environment, clinical environment, or a Federal agency preferred.
  • Superb interpersonal, communication, presentation, and facilitation skills.
  • Advanced professional proficiency in written and spoken English.
  • NIAID experience preferred.
