Maximus is currently seeking a Lead Technical Sourcer.
The Lead Technical Sourcer leads the development and execution of innovative, data driven sourcing strategies for complex and niche technical roles, including cleared and highly specialized IT positions. This role leverages advanced research methodologies, market intelligence, and cutting-edge sourcing tools to identify, engage, and secure top talent in competitive government contracting environments. Responsibilities include building and optimizing high quality talent pipelines, conducting in depth candidate research and outreach, negotiating candidate engagement, and ensuring an exceptional candidate experience. The Lead Technical Sourcer also mentors junior sourcers, collaborates with recruiters and senior stakeholders, enhances employer branding, and maintains rigorous compliance with OFCCP, EEO, and affirmative action requirements while continuously improving sourcing processes and outcomes.

Essential Duties and Responsibilities:
- Lead, support, and provide guidance to a team of technical sourcers, fostering a collaborative and high-performance team environment.
- Mentor and guide junior sourcers, providing training on best practices, advanced techniques, and sharing industry knowledge. Typically, responsible for providing guidance, coaching, and training within the job area.
- Delegate tasks and review work products of others, ensuring high-quality outcomes. Responsible for overseeing the delegation of work and quality control within the team.
- Address numerous and undefined problems within team-specific processes. Problems are moderately complex and require detailed information gathering, analysis, and investigation to develop effective solutions. Solutions are often derived from prior experience and thorough analysis.-
- Independently develop and implement innovative sourcing strategies for complex and niche technical roles, particularly those requiring security clearances or specialized IT skills. Viewed as a specialist within the discipline due to deep knowledge obtained through advanced education and experience.
- Drive continuous improvement in sourcing practices through innovation and the adoption of new technologies, ensuring the team stays at the forefront of industry best practices.
- Utilize data-driven insights to refine and optimize sourcing approaches, leveraging tools such as LinkedIn, job boards, Boolean searches, OSINT, Chrome Extensions, scraping, CSEs, and specialized platforms like HirEZ, SeekOut, Clearancejobs.com, or GovWin.
- Conduct in-depth research on technical roles and industry trends to understand technical requirements, demand for skills, and the competitive landscape using tools such as Lightcast, TalentNeuron, or other specialized platforms.
- Continuously assess and improve sourcing processes, systems, and tools to enhance the effectiveness and efficiency of the recruitment function.
- Lead large-scale sourcing projects and initiatives, ensuring successful delivery of candidates for critical roles and optimizing sourcing resources to achieve maximum efficiency and effectiveness.
- Collaborate with senior leadership to align sourcing strategies with broader business objectives and develop long-term talent acquisition plans to meet organizational needs.
- Implement strategies to improve sourcing metrics and outcomes, using strong analytical skills to assess sourcing effectiveness through data analysis and reporting.
- Address problems that are difficult and moderately complex, requiring detailed investigation and analysis within team-specific processes.

- Present interested and qualified candidates to recruiters to support ongoing recruitment efforts and enhance talent pipelines.
- Negotiate with top candidates to secure their interest and commitment, maintaining a high level of candidate engagement throughout the recruitment process.
- Ensure a positive candidate experience by maintaining timely and clear communication throughout the recruitment process.
- Maintain and update candidate records in ATS and CRM systems, ensuring accuracy and compliance with internal and governmental regulations.
- Keep detailed records of sourcing activities, candidate communications, and compliance checks to adhere to internal policies and governmental regulations.
- Understand and apply OFCCP (Office of Federal Contract Compliance Programs) guidelines, as well as Equal Employment Opportunity (EEO) and affirmative action guidelines and requirements.
Minimum Requirements
- Bachelor's degree in relevant field of study and 7+ years of relevant professional experience required, or equivalent combination of education and experience.
- Expertise in creating and executing sourcing strategies aligned with organizational goals, particularly for large-scale and global recruitment needs. Typically viewed as a specialist within the discipline.
- Strong analytical skills to assess sourcing effectiveness and drive continuous improvement through data analysis and reporting.
