Summary
This position is part of the Department of War, War Media Activity. The incumbent will be responsible for providing policy and procedures for Department of War (DoW) audiovisual and visual information activities and operations such as Combat Camera operations, and for newspapers and print media throughout DoW such as the European and Pacific Stars and Stripes newspapers.

As a Telecommunications Specialist at the GS-0391-12 some of your typical work assignments may include:
  • Performs the planning and program maintenance, repair, procurement and systems integration of visual information, telecommunications, and broadcast information technology systems in support of WMA requirements.
  • Operations of remote production satellite truck for full remote production in support of government agencies.
  • Investigates and analyzes a variety of unusual telecommunications problems, questions, or conditions. Designs, integrates, and establishes operating criteria for radio and TV studios, transmitter systems, edit systems, and major systems.
  • Reviews and validate all proposed design changes prior to submission to the Director Mission Systems.
  • Prepares long-range design, installation, maintenance, and test planning for equipment and facilities to meet both planned and unplanned changes to mission requirements.
  • Develops equipment budget estimates for preparation of input into the budgetary process.
  • Coordinates building maintenance, construction issues, contract maintenance support and vendor support.
  • Identifies equipment that no longer meets mission requirements and recommends either re-purposing or disposition of these assets.
  • Develops and maintains current plant and placement drawings, blueprints, and systems drawings utilizing Computer-Aided Design (CAD).
  • Perform assignments involving various projects, studies, or evaluations requiring the application of many different and unrelated processes, differing regulatory criteria and procedures, and significant departures from established practices.

Qualifications
You may qualify at the GS-12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the next lower grade level in the Federal service as listed below:
  • Performing full-lifecycle project management of broadcast and audiovisual systems, encompassing overall design, requisition, systems integration, and acceptance for technologies including digital signal transmission, non-linear editing platforms, and remote production satellite operations.
  • Preparing long-range design, installation, maintenance, and test planning for telecommunications equipment and facilities, representing the organization at technical conferences to stay abreast of emerging technologies and lead system upgrade and integration efforts.
  • Analyzing and resolving a wide variety of unusual telecommunications problems by designing and establishing new operating criteria for radio and TV studios, transmitter systems, and major broadcast systems, and develops detailed system drawings and blueprints using Computer-Aided Design (CAD).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
Undergraduate and Graduate Education: Major study electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

Specialized Experience (for positions above GS-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
