Job Description:Lead Agile delivery for a software product team while helping evolve and standardize Product Operations across a growing GovTech organization. This role will initially serve as the dedicated Scrum Master for one product team, owning Jira processes, sprint execution, and backlog health, with the opportunity to expand into a broader Product Operations role focused on scaling Agile best practices, improving delivery consistency, and introducing AI-powered workflows across multiple product teams.

Day-to-Day Responsibilities:Serve as the Scrum Master for an assigned product team, facilitating Sprint Planning, Daily Standups, Sprint Reviews, Retrospectives, and backlog refinement.Own and optimize Jira processes including backlog organization, workflows, dashboards, story management, and Agile reporting.Partner closely with Product Managers and Engineering teams to maintain backlog health, prioritize work, remove blockers, and improve sprint execution.Identify opportunities to automate manual Product and Agile workflows using AI tools such as Claude, Atlassian Intelligence, or similar technologies.Track and communicate delivery metrics including velocity, cycle time, predictability, dependencies, risks, and blockers.Influence Product Managers, Engineering teams, and cross-functional stakeholders to adopt effective Agile practices without direct management authority.Help standardize Jira workflows, backlog management practices, reporting, and Agile processes across multiple product teams as the role expands into Product Operations.Drive continuous process improvements that increase delivery efficiency, reduce operational friction, and improve Agile maturity across the organization.

 Minimum Requirements:

  • 5 years of experience as a Scrum Master, Agile Delivery Lead, or similar Agile delivery professional supporting software development teams.
  • Certified ScrumMaster (CSM) or Professional Scrum Master (PSM I/II) certification required.
  • Strong hands-on Jira expertise including backlog management, workflows, dashboards, reporting, and process optimization.
  • Experience with Confluence and Microsoft 365.
  • Strong understanding of Agile/Scrum principles, ceremonies, coaching, facilitation, and conflict resolution.
  • Experience partnering closely with Product Managers and Engineering teams throughout the product development lifecycle.
  • Proven ability to influence cross-functional teams and drive process adoption without direct authority.
  • Strong process improvement mindset with experience identifying inefficiencies and implementing more scalable ways of working.
  • AI-forward mindset with hands-on experience or strong interest in using tools such as Claude, Atlassian Intelligence, Rovo, Copilot, or similar AI solutions to improve Jira workflows, reporting, backlog management, and delivery processes.

Preferred Qualifications:

  • Experience supporting multiple Agile product or software development teams.
  • Experience standardizing Jira workflows, Agile processes, or delivery practices across teams.
  • Experience within a scaled Agile or SAFe environment, including PI Planning or cross-team synchronization.
  • Advanced Agile certifications such as A-CSM, CSP-SM, SAFe Scrum Master (SSM), or SAFe Advanced Scrum Master (SASM).
  • Experience using AI-powered tools to automate reporting, documentation, backlog management, or other Product Operations workflows.
  • Experience with state/local government technology or GovTech software organizations.
  • Experience mentoring Scrum Masters or coaching Product and Engineering teams toward higher levels of Agile maturity.
