Instructor, Level I — USACE CMS User Training
USA Remote
POSITION SUMMARY:
The Instructor, Level I delivers instructor-led end-user training on a newly deployed project management platform to a federal government customer audience that includes engineering, construction, project management, support, and external construction contractor audiences — virtually and in person, across CONUS and OCONUS locations. The role is a delivery role: the instructor facilitates Government-furnished curriculum in a professional, engaging manner, manages the adult classroom, runs hands-on exercises in the live platform training environment, and is accountable for the learner outcomes the contract is measured on.
 
Level I instructors qualify under the experience path of the Performance Work Statement instructor standard — a minimum of five (5) years of adult training facilitation with a proven, documented track record of delivering effective training. A professional adult-learning certification is not required at this level; instructors who hold or obtain one are eligible to advance to Instructor, Level II.
 
This program will train an estimated 25,000 users across the customer enterprise against a phased, district-by-district deployment schedule. Instructors are the point of contact between that schedule and the learner, and instructor performance is directly and continuously measured.
 
KEY RESPONSIBILITIES:
Training Delivery — In-Person and Virtual

  • Deliver instructor-led CMP training sessions in a professional and engaging manner, in customer-designated facilities and in the virtual training environment, in accordance with the approved session schedule and the Government-furnished curriculum
  • Facilitate the full range of user-group session types — Leadership, Construction (CONUS and OCONUS), Project Management, Engineering, Familiarization, Familiarization + Design Review, and External Construction Contractor — as assigned
  • Maintain the required trainer-to-learner ratios (1:15 for in-person Construction workshops; 1:20 for virtual sessions), including service as one of multiple instructors in combined sessions of up to 45 students
  • Deliver sessions scheduled across a wide range of time zones, including sessions falling outside CONUS business hours to serve OCONUS districts

Adult Learning Facilitation & Classroom Management

  • Apply adult learning principles to a mixed-ability, mixed-motivation federal audience — establish relevance, build on prior job knowledge, and manage the pace so that experienced and novice users both progress
  • Use instructional methods that are engaging and incorporate a variety of learning styles, including demonstration, guided practice, practical exercises, simulations, and case studies drawn from the approved curriculum
  • Manage classroom and virtual-room dynamics: set expectations, draw in quiet participants, redirect off-topic or resistant discussion, handle the skeptical long-tenure user, and keep a session on schedule without cutting learners off
  • Check for understanding continuously, diagnose where a learner is stuck, and reteach in a different way rather than repeating the same explanation
  • Answer in-scope questions on the platform and the curriculum, and refer questions beyond the scope of the training — policy, business-process, or district-specific decisions — to the designated customer points of contact

Session Preparation & Training Environment Setup

  • Pre-configure the training environment for each assigned session by populating sample data, actions, and tasks per platform developer-provided materials, and verify the environment is functional before learners arrive
  • Complete session preparation, room or platform setup, materials staging, attendance capture, and post-session follow-up for each assigned session
  • Maintain the hardware, connectivity, and platform capability required for reliable virtual facilitation, including a 1080p webcam, noise-canceling microphone, and dependable screensharing, and carry backup connectivity for in-person sessions where facility Wi-Fi is not guaranteed
  • Distribute participant guides, handouts, and online resources to the correct audience at the correct time, before or following a session as appropriate

Accessibility, Materials & Compliance

  • Deliver all learning modules in a manner that meets Section 508 compliance (WCAG 2.1 AA) standards and accommodate learner accessibility needs in both classroom and virtual settings
  • Teach from the current approved version of the curriculum, incorporating materials updated by the CMP developers within the required timeline, and never substitute unapproved content
  • Provide structured, timely feedback drawn from classroom experience on the clarity, accuracy, and usability of training materials, for relay to the CMP developers and the Government

Performance Standards & Continuous Improvement

  • Contribute directly to the contract's key performance indicators — a minimum 90% user course completion rate, a minimum average student satisfaction rating of 3.5 out of 5.0, and instructor performance evaluations consistently at or above 3.5 out of 5.0
  • Administer the approved post-training survey after each session, and accept session observation, coaching, and performance feedback from the Training Operations / Quality Control Manager
  • Act on evaluation feedback and implement agreed adjustments to delivery in subsequent sessions

Program Support, Records & Conduct

  • Capture and submit accurate attendance and completion records for every session — these records substantiate contract acceptance and payment
  • Complete required onboarding actions before delivery begins, including Army Identity, Credential, and Access Management (ICAM) registration for CMP access
  • Attend and successfully complete the in-person Train-the-Trainer training delivered by the CMP developers in Kansas City, Missouri (up to 40 hours of instructional time), including virtual-only instructors
  • Perform strictly non-personal services, clearly identify as a contractor employee at all times, and comply with all site security, safety, antiterrorism, and OPSEC requirements at assigned locations

 
REQUIRED QUALIFICATIONS:

  • Minimum of five (5) years of experience in adult training facilitation, with a proven track record of delivering effective training, demonstrable through documented training evaluations (classroom-level training evaluations are acceptable)
  • Demonstrated experience delivering instructor-led training in both a live classroom and a virtual/webinar environment to adult professional audiences
  • Demonstrated ability to facilitate hands-on, software-based instruction — guided walkthroughs, practical exercises, and troubleshooting learner issues in a live system during a session
  • Demonstrated classroom management skill with adult learners, including managing mixed skill levels, resistance to change, and time pressure
  • Ability to teach from an established curriculum with fidelity while adapting delivery style to the audience
  • Strong verbal communication and presence, both in a room and on camera
  • Willingness and ability to travel domestically and internationally, and to work a schedule that includes sessions outside standard CONUS business hours
  • Ability to obtain and maintain a favorably adjudicated Public Trust determination, and to complete ICAM registration for CMP access
  • High school diploma or equivalent required; associate's or bachelor's degree in education, instructional design, engineering, construction management, information technology, or a related field preferred
  • Valid passport, or ability to obtain one, for OCONUS assignments

 
PREFERRED QUALIFICATIONS:
The following are preferred, not required. Candidates who meet the required qualifications above are encouraged to apply regardless of whether they hold any of the following:

  • Experience with construction management learning — or specifically with the Kahua platform — is a preferred qualification but is not necessary. Familiarity with construction management, project management, or field-operations software (e.g., Kahua-powered CMP, RMS, Procore, e-Builder, Unifier) is valued and will be considered in assignment and advancement
  • Experience training end users on new software platforms or through an enterprise system rollout, migration, or modernization
  • Prior experience supporting USACE, the Department of the Army, or other DoD or federal customers
  • Working knowledge of construction management or engineering business processes — submittals, RFIs, daily reports, quality assurance, payments, or contract administration — sufficient to speak credibly to a construction or engineering audience
  • Professional adult-learning certification (CPTM, CPTD, or equivalent), or active progress toward one. Holding a current certification qualifies a candidate for the Instructor, Level II position
  • Experience delivering Section 508 / WCAG 2.1 AA compliant instruction
  • Prior OCONUS work or travel experience, including familiarity with country clearance and Government travel processes

 
WORK ENVIRONMENT & TRAVEL:
Remote work, in-person work, and international travel may be required. This position combines all three, and candidates must be prepared for each.

  • Remote: virtual session delivery, session preparation, environment configuration, administrative work, and program coordination are performed remotely from a non-fixed location with reliable high-speed connectivity
  • In-person: in-person training is delivered on site at USACE-designated district, division, and project facilities across the continental United States. Training locations are typically communicated approximately eight weeks in advance. In-person sessions are generally held on weekdays
  • International (OCONUS) travel: the program includes in-person sessions in Alaska, Hawaii, the Caribbean, Europe, the Middle East, Japan, and the broader Far East. International travel may be required, including multi-week rotations covering sequential sessions within a region. OCONUS assignments require compliance with the DoD Foreign Clearance Guide, country and theater clearance requirements, and completion of Antiterrorism and OPSEC training prior to travel
  • Travel is performed in accordance with the Joint Travel Regulation. Where sequential sessions are held in the same location or region, the same instructor is expected to facilitate them
  • Instructors assigned exclusively to virtual delivery are not required to travel to deliver training, but are required to attend the initial in-person Train-the-Trainer training in Kansas City, Missouri
  • Work is performed against a phased deployment schedule that requires flexible hours to support sessions across multiple time zones
