Job description

We are currently looking for a IDIQ/GWAC Manager for a 100% remote position supporting a large federal government healthcare modernization project. The selected candidate will manage VetsEZ's portfolio of Government-Wide Acquisition Contracts, Indefinite Delivery/Indefinite Quantity contracts, BPAs, and other multiple-award contract vehicles while supporting task-order pursuits, compliance activities, and contract performance reporting.

The IDIQ/GWAC Manager will work in a fast-paced, cross-functional environment with Business Development, Capture, Proposals, Contracts, Pricing, Finance, and Program Management teams. The selected candidate must also be available to travel as needed for Government meetings, Program Management Reviews, industry events, conferences, and partner engagements.

The candidate must reside within the continental US.

Responsibilities

  • Manage VetsEZ's portfolio of IDIQs, GWACs, BPAs, and other multiple-award contract vehicles, maintaining accurate records of ordering periods, ceilings, reporting requirements, contract milestones, modifications, points of contact, and task-order activity.
  • Monitor Government portals, contract vehicle communications, notices, RFIs, RFQs, RFPs, sources sought notices, on-ramps, refreshes, and industry events, and promptly distribute relevant opportunities to appropriate internal stakeholders.
  • Coordinate the intake, qualification, tracking, and status reporting of task-order opportunities throughout the business development, capture, proposal, award, and contract-performance lifecycle.
  • Advise Business Development, Capture, Proposal, Contracts, and Program Management teams regarding vehicle requirements, ordering procedures, solicitation requirements, contractual risks, compliance obligations, acquisition strategies, and pursuit deadlines.
  • Support task-order and contract-vehicle pursuits through solicitation analysis, bid/no-bid discussions, teaming coordination, compliance reviews, proposal planning, risk assessments, and identification of appropriate acquisition paths.
  • Maintain relationships with Government contract management offices, Contracting Officers, Program Offices, industry partners, subcontractors, and teammates while coordinating required reporting, modifications, certifications, and other vehicle-level activities.
  • Take on additional tasks and responsibilities as needed to support team objectives and ensure the success of the project.

Requirements

  • Bachelor's degree in Business, Government Contracting, Management, Information Technology, or a related field and 15+ years of experience supporting Federal Government contracts, IDIQs/GWACs, business development, capture, contracts, or program management; equivalent relevant experience may be considered.
  • Demonstrated knowledge of Federal IDIQs, GWACs, BPAs, multiple-award contracts, and associated ordering and contract-administration processes.
  • Strong understanding of the Federal task-order acquisition lifecycle, including RFIs, RFQs, RFPs, sources sought notices, task-order proposals, evaluations, and contract awards.
  • Experience reviewing complex Federal solicitations and identifying contractual requirements, proposal instructions, compliance obligations, risks, deadlines, and acquisition considerations.
  • Strong organizational, analytical, written, and verbal communication skills, with the ability to manage multiple contract vehicles, opportunities, deadlines, and stakeholders simultaneously.
  • Ability to work independently and collaborate effectively across Business Development, Capture, Proposals, Contracts, Pricing, Finance, and Program Management teams.

Additional Qualifications

  • Working knowledge of the Federal Acquisition Regulation and applicable statutory, regulatory, subcontracting, and small-business requirements.
  • Experience managing major Federal contract vehicles and supporting Government healthcare agencies such as the Department of Veterans Affairs, Defense Health Agency, or Department of Health and Human Services.
  • Experience using Government procurement portals, opportunity-tracking platforms, customer relationship management systems, and reporting tools to manage contract vehicles and task-order pipelines.

Security Clearance Requirements

  • U.S. Citizenship is required.
  • All selected candidates must successfully complete a background check.
  • Ability to obtain and maintain a Government/Public Trust clearance, including required fingerprinting, when required for the position.
