Job Description Join the Iowa Department of Management (DOM) as an Application Development Services - Associate ESO (Job Classification: Information Technology Specialist 5) and help shape the future of public service technology. You'll be at the forefront of modernizing state agency applications, driving secure integrations, and enabling innovative solutions that serve millions of Iowans. This is your opportunity to work alongside talented professionals, influence statewide standards, and build a legacy of excellence in government IT.

What You Will Do Architect & Optimize Integrations: Configure and optimize iPaaS integrations to standardize data exchange, increase interoperability, and reduce defects across agency platforms. Implement and maintain API gateway policies for secure, consistent access and centralized controls. Lead Modernization Initiatives: Apply microservices and modernization patterns to improve scalability, resilience, and maintainability.

Administer low-code environments, define guardrails, and publish reusable components to accelerate compliant delivery. Governance & Security: Establish and enforce lifecycle stage gates, maintain a registry of enterprise patterns and guardrails, and lead change and release governance. Own risk management for Application Services, ensuring zero critical vulnerabilities in production.

Agency Support & Troubleshooting: Serve as a technical resource for agencies, guiding adoption of enterprise designs and integration standards. Troubleshoot integration and platform issues, lead root-cause analysis, and drive corrective actions. Documentation & Collaboration: Produce technical documentation, standards, and runbooks.

Monitor platform health, report metrics, and collaborate with architects, developers, and stakeholders to ensure unified enterprise practices. Training & Compliance: Build capability through training and coaching on governance frameworks, secure coding, and citizen-developer guardrails. Improve audit and compliance scores across agency teams.

What We Are Seeking Experience creating and maintaining policies, standards and best practices for software development. Experience supporting custom built applications, integrations, API gateways, micro services-based systems, or low code platforms. Working knowledge of development patterns, application modernization concepts, integration patterns, application and reusable component frameworks, and secure coding practices.

Ability to translate technical requirements into actionable steps for agencies and development teams. Familiarity with lifecycle governance, data migration approaches, and enterprise architecture guardrails. Familiarity with AI assisted development and development of AI solutions.

Demonstrated experience collaborating with technical staff, cross functional teams, and agency partners in a structured IT environment. Strong communication and documentation skills with the ability to produce clear runbooks, configuration references, and technical guidance. Commitment to secure, scalable, well governed application and integration practices across diverse environments.

Ability to manage shifting priorities, support multiple agency teams, and contribute to statewide architecture alignment efforts. Minimum Qualification Requirements Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification: 1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in application development and database management, business analysis, systems and network administration, technical training and reporting, IT vendor and purchasing management, IT project management, IT product management, system testing and quality assurance, mainframe and platform administration, and/or information technology security

2) Graduation from an accredited four-year college or university with a degree in computer science, computer applications, software engineering, computer engineering, management information systems, business analytics, or cyber security, and experience equal to two years of full-time work in application development and database management, business analysis, systems and network administration, technical training and reporting, IT vendor and purchasing management, IT project management, IT product management, system testing and quality assurance, mainframe and platform administration, and/or information technology security. 3) All of the following (a and b): a. Three years of full-time work experience in application development and database management, business analysis, systems and network administration, technical training and reporting, IT vendor and purchasing management, IT project management, IT product management, system testing and quality assurance, mainframe and platform administration, and/or information technology security; and b.

A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience. 4) All of the following (a and b): a. Five years of full-time work experience in application development and database management, business analysis, systems and network administration, technical training and reporting, IT vendor and purchasing management, IT project management, IT product management, system testing and quality assurance, mainframe and platform administration, and/or information technology security; and b.

Either of the following: i. Certification from an authorized educational institution/major computer or software producer in one or more of the specialty areas listed in part a; or ii. Eighteen semester hours from an accredited college or university in one or more of the specialty areas listed in part a.
