We are seeking a HR & Safety Business Partner to be located at our Houston Distribution Center in Houston, Texas. This role will serve as a strategic and hands-on partner to leaders and Artisans across the Houston Distribution Center (HDC) and Mechanical Cleaning Facility (MCF). This role is responsible for driving HR initiatives that support operational excellence, Artisan engagement, and organizational effectiveness. 


A key aspect of this role is supporting RTI's Second Chance Hiring Program, which provides employment opportunities to individuals with prior justice system involvement. The HR & Safety BP will help foster an inclusive and supportive environment that enables these Artisans to thrive and contribute meaningfully to the organization. 


Additionally, the HR & Safety BP will play a critical role in recruiting for both hourly and salaried positions, ensuring a strong pipeline of talent aligned with business needs and RTI's mission. 


Duties & Responsibilities  


Strategic Partnership 

  • Collaborate with site and functional leaders to align HR strategies with business goals. 
  • Provide guidance on workforce planning, organizational design, and talent development. 
  • Support change management initiatives and foster a culture of continuous improvement. 

Safety Leadership 

  • Drive?shop-floor safety culture?across HDC and MCF 
  • Lead and support?Safety Support Team / safety ambassadors?on the floor 
  • Promote?STOP WORK authority and adherence to safety commitments 
  • Reinforce expectations?around Safety Commitments, including?competent work, controlled work, energy isolation, line-of-fire avoidance, etc. 
  • Ensure strong pre-shift warmup calisthenics regimen, coach on office & workshop ergonomics, and lead Artisans in Behavior-Based Safety Observation practices 

Hiring & Onboarding 

  • Lead recruiting efforts for full-time and 3rd party contractors, including sourcing, screening, interviewing, and selection. 
  • Partner with hiring managers to define role requirements and ensure timely, high-quality hires. 
  • Champion second chance hiring by identifying qualified candidates and supporting their successful integration. 

3rd Party Labor Agency Management 

  • Steward relationships with staffing partners, ensuring alignment with workforce planning demands and role qualifications  
  • Coordination and guidance for managing contractor labor, including disciplinary actions and terminations 

Employee Relations & Engagement 

  • Serve as a trusted advisor for employee relations matters, ensuring fair and consistent practices. 
  • Promote a positive work environment through proactive engagement and conflict resolution. 
  • Support the unique needs of second chance hires, including coaching, mentorship, and integration strategies. 

Talent Management 

  • Support performance management processes, including goal setting, coaching, and performance reviews. 
  • Support with succession planning and internal promotion processes 

On-Site Safety Collaboration 

  • Coordinate incident investigations, statistical analysis,?and recommendations 
  • Conduct regular Walk-the-Line site audits and coach Artisans to do the same 
  • Provide case management services if injuries occur, leading the coordination efforts with third-party labor providers 
  • Work with the HSE team to drive local implementation of cross-organizational safety goals and initiatives? 

Compliance & Policy Administration 

  • Ensure compliance with federal, state, and local employment laws and company policies. 
  • Maintain accurate documentation and support audits and investigations as needed. 
  • Provide training and guidance on HR policies and procedures. 

HR Operations 

  • Support compensation and benefits administration in collaboration with Total Rewards. 
  • Maintain HR metrics and dashboards to track key performance indicators. 
  • Leverage HR systems to streamline processes and improve data accuracy. 

Requirements

Minimum Qualifications  

  • Bachelor's degree in Human Resources, Business Administration, or related field; HR certification (PHR/SPHR or SHRM-CP/SCP) preferred. 
  • 5+ years of progressive HR or HRBP experience, preferably supporting industrial operations. 
  • Experience partnering with leaders and supporting safety programs in industrial, manufacturing, or refinery environments, including working knowledge of OSHA standards, incident management, and site-specific compliance requirements. 
  • Experience in recruiting and talent acquisition. 
  • Strong knowledge of employment law, HR best practices, and workforce dynamics. 
  • Excellent interpersonal, communication, and problem-solving skills. 
  • Ability to manage multiple priorities and work effectively across diverse teams. 

Additional or Preferred Qualifications  

  • HR certification (PHR/SPHR or SHRM-CP/SCP) preferred. 
  • Experience supporting second chance hiring or similar workforce development programs is a plus.
     

Working Conditions / Physical Demands  

  • This role requires regular on-site presence at our Houston Distribution Center (HDC) in Houston, Texas 
  • Must be comfortable working in both office and shop settings. 

Travel Requirements  

  • This position requires minimal travel and occasional visits to our Support Center in Spring, TX.
