Job description

Summary:  Manages and maintains the District's Human Resources Information Systems (such as Skyward, Red Rover). Serve as the strategic technical liaison between HR, Payroll, Technology, and District leadership. Support workflows of HR, Payroll, and Benefits staff. Manage state-mandated reporting and internal reporting needs.
Essential Job Functions:

  • Serve as the primary administrator for the district's HRIS platform(s), ensuring optimal performance, security, and data integrity.
  • Support HR and payroll functions with data extractions, manipulations, and imports.  Ensure data integrity and process efficiency during payroll process.
  • Customize and configure HRIS fields, workflows, and permissions to align with district policies, legal requirements, federal tax codes, and collective bargaining agreements.
  • Troubleshoot system errors, manage software upgrades, and collaborate with IT to maintain seamless integrations with payroll, benefits, and active directory systems.
  • Lead the preparation and submission of state and federal compliance reports, specifically the Illinois State Board of Education (ISBE) Employment Information System (EIS) reporting, TRS SSP and annual certification reporting, and IMRF reporting.
  • Generate routine and ad-hoc reports to support business, HR and benefit functions.
  • Provide technical support and troubleshooting assistance to district administrators, principals, and staff.
  • Complete annual updates in district systems as required
  • Support the District's freedom of information act (FOIA) officer with FOIA requests and reporting

Skills, Knowledge, Abilities

  • Understanding of an Illinois K-12 public school district or public sector environment, including Familiarity with Illinois pension systems (TRS - Teachers' Retirement System, and IMRF - Illinois Municipal Retirement Fund).
  • Advanced proficiency in K-12 specific HRIS/ERP softwares.
  • Advanced proficiency in Microsoft Excel (VLOOKUPs, Pivot Tables, advanced formulas) for data manipulation and analysis.
  • Solid understanding of relational databases and data extraction methods.
  • Ability to translate complex data sets into actionable HR metrics for district leadership.
  • Strict adherence to confidentiality needs, privacy laws, including the Family Educational Rights and Privacy Act (FERPA) and HIPAA
  • Ability to explain technical processes clearly to non-technical staff (e.g., principals, teachers).
  • Demonstrate organizational and time management skills; ability to work in deadline driven environment and processes

Education/Certification/Qualifications: 
Any combination of education and experience providing the required skill and knowledge for successful performance would be qualifying.
Typical qualifications would be equivalent to a bachelor's degree and 3-5 years of experience.
TRS, IMRF, and Skyward experience a plus.

Rate of pay: Starting rate of pay is $72,467 - 97,843
