Overview

Military & Health Research Foundation (MHRF) is seeking a highly qualified and compassionate Internal Medicine Physician to deliver exceptional patient care services at Mike Oโ€™Callahan Military Medical Center in Nellis Air Force Base. This role is essential to supporting the military healthcare mission by providing timely, high-quality, and patient-focused radiological care in a dynamic clinical environment.

The ideal candidate will possess strong clinical expertise, sound medical judgment, and the ability to

effectively manage emergent and complex cases. Excellent communication, collaboration, and

leadership skills are also critical to success in this position.

Minimum Requirements

ยท Degree: Doctor of Medicine (M.D.) or Doctor of Osteopathy (D.O.).

ยท Education: Graduation from a medical school in the United States, Canada, or approved by the Liaison Committee on Medical Education of the American Medical Association (AMA), graduation from a college of osteopathy approved by the American Osteopathic Association (AOA), or graduation from a medical school with evidence of Educational Commission for Foreign Medical Graduates (ECFMG) certification.

ยท Certification: The DoD only recognizes certifications issued by boards that are members of the American Board of Medical Specialties (ABMS) or the AOA Bureau of Osteopathic Specialists

ยท Internship/Residency/Fellowship: Completion of an accredited residency approved by the Accreditation Council for Graduate Medical Education (ACGME).

ยท Experience: As required to meet clinical competency requirements specified in the credentialing instructions.

ยท Licensure: Current, full, active, and unrestricted license to practice medicine

Professional Certification(s):

Certifications (in addition to Basic Life Support): Shall hold and maintain Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS) or Advanced Life Support (ALS) certification are required. Pediatric Advanced Life Support (PALS) and Advanced Trauma Life Support (ATLS) are not required. Certifications must be through American Red Cross guidelines or American Heart Association. Members must present proof of current certification(s) through American Red Cross. Computer-based training does not constitute fulfilling the training requirements. Must maintain currency at NO cost to the government.

Board Certification The Board-Certified Internal Medicine Physician must have certification by the American Board of Internal Medicine or American Osteopathic Board of Internal Medicine. This must always remain current.

Licensure: For positions involving patient care, candidates must have a permanent, full, and unrestricted Medical License to practice medicine in the state of Nevada.

Formal Education:

Degree/Education: Must be a graduate of: an accredited medical school and completed an Accreditation Council for Medical Education (ACGME), Accredited Internal Medicine residency, OR an accredited osteopathic medicine school and completed an American Osteopathic Association (AOA)/American Association of Colleges of Osteopathic Medicine (AACOM). Residency in Internal Medicine is acceptable to the Surgeon General, HQ USAF is mandatory within the last thirty (30) years.

Equivalency Determination Request: The Contractor may not request an equivalency determination as a substitute for education requirements in this labor category.

Internship/Residency: Successful completion of an internship and residency program, corresponding to the specialty (Emergency Services Physician) required in the TO, which has been approved by the Accreditation Council for Graduate Medical Education or the Committee on Postdoctoral Training of the American Osteopathic Association. Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathy degree, a candidate must have had at least 1 year of supervised experience providing clinically direct service in a clinical setting (i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training). For purposes of this requirement, graduate training programs include only those internship and residency programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.

An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics- gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training an appropriate accrediting body.

A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by an appropriate accrediting body.

Years of Professional Experience:

The General Internal Medicine Physician shall have been actively employed in the practice of Internal Medicine or in training for 24 of the last 36 months. Must also have sufficient experience within the past 24 months in adequately performing the following medical procedures, to include, but not limited to:

Desired Skills and Experience:

ยท Provide full spectrum Internal Medicine care encompassing outpatient clinical and procedural services. This will be provided in a cost-effective manner that focuses on patient-centered evidence-based outcomes.

ยท Collaborate with staff and other clinical departments within and outside the MTF to facilitate excellent patient care and will be expected to participate fully as a member of the 99 MDG medical staff.

ยท The General Internal Medicine Physician will have sufficient experience to be able to adequately diagnose and treat diseases/injuries to include but not limited to; Cardiovascular diseases (congestive heart failure, hypertension, arrhythmias, acute myocardial infarction), respiratory diseases (asthma, bronchitis, pulmonary thromboembolism, pulmonary insufficiency & adult respiratory distress syndrome), gastrointestinal diseases (peptic ulcer, gastritis, pancreatitis, cirrhosis & alcoholic liver), endocrinology (disease of the thyroid & diabetes mellitus), rheumatology (sarcoidosis, degenerative joint disease), renal disease (acute renal failure, urinary tract infection), neurology (epilepsy & cerebrovascular disease) and infectious diseases (infectious diarrheas, bacterial infections, hospital-acquired infections, tuberculosis, infections of the compromised host & other microbacterial infections). Care shall include but not be limited to routine general internal medicine care to include care for acute and chronic patient conditions.

ยท Shall see new patient consults and established follow-up clinic visits. The contract personnel is expected to participate in telehealth and virtual encounters as well as respond to telephone consults and secure messages IAW pertinent MTF and local policies. The contract personnel will also consult with other specialty practitioners for consultative opinions and continuation of care.

ยท Shall include routine general internal medicine care which includes care for acute and chronic patient conditions.

ยท Shall adhere to the policies of Defense Health Agency and the MTF in meeting or exceeding established standards for access, Preventive Health Assessment Individual Medical Record (PIMR) and HEDIS measures.

ยท Shall coordinate patient care with community health agencies and social programs. Will facilitate continuity of care for patients. Has knowledge of a wide variety of resource agencies available in the military treatment system to ensure proper and expedient referral of the patient and/or family member.

ยท Shall possess sufficient knowledge of current TRICARE standards, population-based health care, disease management, medically oriented computer systems, and trends in prevention.

ยท Familiarization with Department of Defense (DoD), Federal, State, non-profit healthcare systems and organizations, to include DoD Tri-Service Military Healthcare Systems, TRICARE purchased care system, Medicare, Medicaid and the Veterans Administration (VA) is highly desired.

ยท Shall ensure implementation of policies, standards, and programs that support the clinical practice within ethical and legal boundaries.

ยท Shall possess knowledge and experience in Patient Advocacy, Patient Privacy, and Customer Relations.

ยท Shall function as a child advocate and mandatory reporter in the medical center.

ยท Shall possess basic knowledge of emergency procedures in order to react promptly and appropriately to provide effective care during emergency situations, respiratory or cardiac arrest.

ยท Shall consult with medical personnel, legal authorities, and military commanders as required.

ยท Shall be guided by the MTF formulary for prescriptions. Drugs not appearing on the formulary must be pre- approved by the Pharmacy and Therapeutics Committee.

ยท Shall possess basic knowledge of established clinic standards of care and Joint Commission requirements for clinical and documentation protocols, safety, infection control, performance improvement, etc., to ensure compliance with policies and provide consistent training and guidance for clinic staff.

ยท Shall ensure patient and staff safety through safety awareness, proper infection control and promotion of clean, orderly clinic environment. Recognizes, reports, and corrects potential safety hazards.

ยท Documentation. Shall prepare all documentation to meet or exceed established MTF standards, to include, but not limited to: timeliness, accuracy, content, and signature.

ยท Shall only use MTF approved abbreviations for documentation in the patient health records and follow the MTFโ€™s Do Not Use Abbreviation List.

ยท Shall complete medical records documentation within 72 business hours of the encounter with the patient.

ยท Coding. Shall use the proper coding of procedures and treatment, and shall maintain coding accuracy (CPT/ E&M/procedure) at the same standard, 90% or higher, as military and civil service health care providers engaged in comparable work.

ยท Shall be responsible for creating, maintaining and disposing of only those Government records which are specified by the 99 MDG.

ยท Shall only release medical information obtained during the course of this contract to other MTF staff involved in the care and treatment of that individual patient.

ยท Shall possess basic knowledge of and ability to demonstrate leadership skills in order to provide guidance, counseling, training and professional evaluation.

ยท Shall develop and clinically guide long-term management strategies.

ยท Shall provide clinical and administrative leadership and expertise, managing patient care and coordinating additional subspecialty referrals, answering patient telephone consults (with the assistance of clinic staff), and refilling prescriptions.

ยท May be asked to participate in committees, programs or clinical services directly related to area of clinical responsibility or privileges.

ยท Shall provide for ongoing education programs to promote, protect and maintain optimum levels of wellness. Shall provide health counseling to patients and their families and develop a plan for health maintenance based on individual needs.

ยท Shall provide instruction, coaching, mentoring, and training for medical residents, physician assistant students, medical students and/or students of other health care disciplines in the form of clinical rotations, didactics and outpatient discussions as appropriate.

ยท Shall participate in educational activities to include giving lectures, supervision of internal medicine residents and physician assistant students in clinic duties, teaching residents on internal medicine services.

ยท Shall be scheduled to participate in formal educational lectures (approximately 6 per year)

ยท Shall collaborate with and provide clinical guidance to other healthcare team members as appropriate during the performance of clinical duties.

ยท Shall perform administrative duties that may include maintaining statistical records of his or her clinical workload, participating in medical educations programs, and participating in quality improvement functions and other duties as prescribed by the Chief of Medical Staff or the applicable Government department chief.

ยท Shall attend and participate in meetings, professional staff conferences and other appropriate professional activities such as, but not limited to the following: quality improvement meetings, professional staff meetings, commander's staff meetings, flight meetings, and other meetings required by applicable regulations, MTF guidance, or as identified by the Chief of Medical Staff or the applicable Government department chief.

ยท Shall possess basic knowledge of operating a wide variety of medical equipment/non-medical equipment to ensure patient and staff safety, proper equipment maintenance and accessibility.

ยท Shall treat patient information, no matter how developed, as privileged information. Patient information shall not be disclosed or revealed in any way for any use outside the MTF without adherence to HIPAA and local policies and regulations.

ยท Shall respect and maintain the basic rights of patients, demonstrating concern for personal dignity and human relationships.

ยท Shall maintain open and professional communication with members of the MTF staff, MTF customers, and other contract personnel.

ยท Shall seek and maintain interpersonal relationships with clients/families and coworkers which contribute to mission accomplishment.

ยท Shall possess basic knowledge of various training methods and interpersonal skills in order to develop a rapport with the patients, family members, and co-workers during which instructional and education information is presented and a supportive, trusting relationship is established.
