JOB SUMMARY

Reporting to the Chief Technology Officer, this role serves as a strategic advisor and operating leader who translates enterprise and technology priorities into an aligned roadmap, governed investment portfolio, and measurable execution plan. The role drives planning, leadership cadences, executive decision support, and cross-functional alignment so the CTO and technology leadership team can focus on the highest-value priorities.

The Director leads functional leaders and teams responsible for enterprise portfolio, program, and project management; technology financial governance; ITGC and SOX coordination; operational excellence; quality assurance; and executive operations. The role establishes clear standards, decision forums, performance expectations, and reporting disciplines that improve delivery predictability, financial control, compliance, organizational effectiveness, and value realization.

The Director partners with DKT leadership, Finance, Accounting, Audit, Procurement, HR, Legal, business leaders, and delivery teams. The role also supports Board and executive communications, strategic partnerships, and technology planning for mergers and acquisitions, requiring strong business acumen, organizational agility, and comfort operating in a dynamic environment.

EDUCATION AND EXPERIENCE

4 year / Bachelor's Degree in Information Technology, Computer Science, Engineering, Business Administration, or a related field (Required)

Ten (10) or more years of progressive experience in technology strategy and operations, enterprise portfolio or program management, or a related discipline (Required)

Five (5) or more years in a leadership or managerial capacity, including responsibility for functional leaders, cross-functional teams, and enterprise-level outcomes (Required)

Experience in energy, refining, logistics, manufacturing, or another asset-intensive industrial sector (Preferred)

Demonstrated experience supporting C-level or senior technology executives in a strategic or operational capacity

Strong leadership and project management skills, with the ability to advance multiple high-priority initiatives simultaneously

Strong written and verbal communication skills, with a proven ability to influence and build relationships across functions

Collaborative, adaptable, and comfortable operating in an environment of ambiguity and change

Certifications such as PMP, ITIL, COBIT, Lean Six Sigma, SAFe, or comparable credentials (Preferred)

JOB REQUIREMENTS

Lead and develop functional leaders responsible for portfolio governance, technology financial management, compliance coordination, operational excellence, quality assurance, and executive operations.

Serve as a strategic advisor and operating partner to the CTO, translating enterprise and technology priorities into clear objectives, roadmaps, operating plans, funding decisions, and accountable execution.

Lead annual strategic planning, mid-year planning and review, and multi-year technology planning, ensuring alignment with business strategy, risk appetite, and financial capacity.

Establish and run DKT operating governance and management cadences, including leadership forums, decision rights, action tracking, escalation paths, and performance reviews.

Develop Board, executive committee, and senior-leadership materials, and represent the CTO in designated governance forums and strategic discussions as delegated.

Establish internal and external benchmarking practices to identify performance gaps and opportunities to improve cost, speed, quality, control, and customer experience.

Provide service-level and relationship management for strategic technology partners, ensuring accountability, value delivery, and timely resolution of material issues.

Lead portfolio and delivery leaders accountable for enterprise technology intake, prioritization, funding, resource allocation, and end-to-end execution of annual commitments.

Establish and enforce delivery governance, stage gates, standards, risk management, financial controls, and compliance requirements throughout the project lifecycle.

Provide executive portfolio oversight to ensure delivery of performance, benefits realization, transparency, and timely escalation of material risks, issues, and dependencies.

Deliver decision-quality portfolio reporting and provide guidance, coaching, and standards of education to project managers, delivery leaders, product owners, and business sponsors.

Lead financial-governance leaders accountable for technology budget planning and financial governance across capital and operating expenditures, in partnership with Finance, Accounting, Procurement, and technology leadership.

Direct monthly financial management, forecasting, variance reporting, and governance standards to improve financial control, accountability, and forecast accuracy.

Drive cost optimization, vendor commercial management, and fixed-asset lifecycle governance across the technology portfolio.

Lead ITGC and SOX compliance, including control ownership, evidence of readiness, quarterly reviews, remediation, and leadership reporting.

Serve as the primary liaison with audit and assurance functions, ensuring technology governance processes comply with internal controls, policies, records requirements, and regulatory obligations.

Lead process-maturity assessments, continuous-improvement execution, benchmarking, and coaching to strengthen process design, measurement, accountability, and sustained performance.

Lead quality assurance and testing governance for major technology changes, including test strategy, readiness criteria, defect transparency, release assurance, and post-implementation review.
