SHR Consulting Group, LLC is a small business delivering enterprise IT, cybersecurity, and program management services to the Department of Defense and federal civilian agencies. SHR Consulting Group is seeking an Application Management Subject Matter Expert to advise and direct the team responsible for enterprise and mission applications across the J-9 Hosting and Compute (HAC) portfolio. This is a Key Personnel position. You will own the availability, performance, and security posture of COTS, GOTS, and custom-built applications running on Platform Services managed infrastructure, and you will coordinate directly with the Operations Manager, the On-Site Program Manager, and Government leadership on application health, event management, and modernization planning.

Key Responsibilities:

  • Advise and direct the contractor team managing enterprise and mission applications to ensure availability, performance, and security across the J-9 HAC application portfolio
  • Provide technical leadership for the management, deployment, and sustainment of COTS, GOTS, and custom-developed applications
  • Lead event management for applications experiencing service impact, driving diagnosis, workaround implementation, and restoration
  • Oversee application configuration to support resource relocation, failover, and continuity of operations for Mission Essential Systems
  • Direct the administration, configuration, and sustainment of web server software, web applications, client-server applications, interfaces, and application databases
  • Ensure application changes are deployed and validated in test and pre-production environments prior to production implementation
  • Govern compliance with DISA Security Technical Implementation Guides (STIG) and Security Requirements Guides (SRG) across the application portfolio
  • Oversee patching and remediation of Information Assurance Vulnerability Alert (IAVA) findings and support application Risk Management Framework (RMF) accreditation activities
  • Coordinate Authorized Service Interruptions (ASI) with service and application owners and represent application status in monthly In-Progress Reviews
  • Interface daily with the Operations Manager and Government leadership on portfolio health, capacity, and improvement recommendations

Minimum Qualifications:

  • Demonstrated ability to manage small to large applications in a complex enterprise environment
  • Experience managing mission-critical applications configured to support resource relocations
  • Experience in event management of applications experiencing service impact
  • Knowledge of application management on Windows Server 2012 and higher and Red Hat Linux 7.0 and higher
  • Minimum three years of work-related experience across the following areas: networks; physical and virtual servers; systems management; Public Key Infrastructure; IT customer support; VMware technologies; database administration (Microsoft SQL Server and Oracle); web server and application administration (IIS and Apache); application security; and project management
  • Knowledge of current information technologies, computing platforms, and network systems including cloud computing, server virtualization, unified communications, collaboration tools, and enterprise services
  • Demonstrated experience in a DoD IT environment and in a large, complex IT environment
  • Demonstrated experience with DoD IT security practices, policies, and directives, and understanding of DoD Joint Information Environment (JIE) initiatives
  • Experience maintaining cyber compliance and supporting performance-based order requirements
  • Demonstrated ability to conduct service interruption event management and troubleshooting
  • Strong oral and written communication skills, including briefing Government leadership

Education:

  • Bachelor of Science degree in Computer Engineering, Computer Information Systems, Telecommunications, or Management Information Systems; or five (5) recent years of documented experience relevant to this position.

Certification Requirements:

  • DoD 8570.01-M / DoD 8140 IAT Level II certification required prior to start. Computing environment certification in Microsoft Server / computer-related technologies required.

Security Clearance:

  • Active Secret clearance required at minimum; must be eligible to obtain and maintain TS/SCI. U.S. citizenship required.

Work Environment:

  • On-site at the Pentagon Reservation and Government facilities within the National Capital Region, which for this program includes the Mark Center, Crystal Gateway, the Taylor Building, Raven Rock Mountain Complex, Fort Detrick, Fort Belvoir, Fort McNair, Fort Myer, and Naval Support Group Mechanicsburg, PA. Limited unclassified telework may be authorized in writing by the COR on a case-by-case basis in support of COOP scenarios. Occasional CONUS travel may be required.
