Job description

Description This is a part-time, FLSA non-exempt position with Carson City Parks, Recreation, and Open Space located in Carson City, NV. Under the supervision of the Range Coordinator, this non-sworn position performs range safety duties and general maintenace to the Carson City Rifle and Pistol Range. This position reports to the Range Coordinator with the Carson City Parks, Recreation & Open Space Department.

The Department is responsible for the management and maintenance of the rifle and pistol range which includes the long range, short range, shooting bays, restroom facility and surrounding areas. The work schedule for this position will be on Saturday and Sunday only; twelve hours per week. This position will not work more than 1039 hours in any fiscal year, July 1st to June 30th.

This recruitment will remain open until recruitment needs are satisfied. Individuals are encouraged to apply immediately, as hiring may occur early in the recruiting process. Examples of Duties This class specification lists the major duties and requirements of the job and is not all-inclusive. Incumbent(s) may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills. Operates and supervises the Carson Rifle and Pistol Range, an outdoor public shooting facility which includes special purpose ranges and other amenities.

Educates users on facility rules and guidelines, including proper shooting behavior, basic firearm use, appropriate firearms and target specifications and placement, including enforcement and patron adherence to posted and agreed upon safety rules and procedures, and related activities. Assists patrons as required or requested with immediate firearms stoppages or malfunctions necessary to protect patrons. Assists with basic maintenance activities at the range such as, but not limited to painting, correcting and/or reporting safety hazards, assisting with plumbing and carpentry work, building concrete forms, assisting with finishing work, dirt work including berms and backstops, building and replacing targets/stands, cleaning of facilities following acceptable materials handling protocols and use of personal protective equipment, snow removal, collecting trash and other debris, cleaning and maintaining buildings, grounds, and restrooms, and preventing or abating graffiti; Reports, monitors, and resolves maintenance issues.

Demonstrates courteous and cooperative behavior when interacting with the public, agencies and City staff; acts in a manner that promotes a harmonious and effective workplace environment. Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team. Conducts cash handling duties including payment collection, deposits, records of expenditures/revenue associated with the facility or related activities; Procurement of supplies.

Observes safe work methods and uses safety equipment; secures work sites from safety hazards as necessary; attends safety meetings. Responds to questions and complaints from the public in a timely and professional manner; carries out assignments in a non-disruptive manner in areas receiving heavy public use. Assists and provides appropriate first aid.

Writes detailed reports on incidents, and other necessary reports as required. Uses standard office equipment, including a computer, in the course of the work. Conducts Integrated Pest Management (IPM) practices including mechanical and hand removal; chemical application consistent with label instructions including herbicides, fungicides and pesticides.

Typical Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Education and Experience: Equivalent to a High School education or GED; AND one (1) year of experience in customer service, parks operations or serving in the capacity of Range Safety Officer (RSO); OR an equivalent combination of education, training and experience as determined by Human Resources.

SPECIAL NOTE: Employees must be 21 years of age or older; Employees must not be prohibited from using or possessing a firearm under State or federal laws; This position, along with other childcare providers, are one of many groups of professionals required to report known or reasonable suspicion of abuse and/or neglect of children in their care and are considered mandated reporters as outlined in Nevada Revised Statutes. Required Certificates, Licenses, and Registrations: Valid Driver's License National Rifle Association Basic Range Safety Officer Certificate at time of hire CPR/AED/First Aid certification within 6 months of hire Required Knowledge and Skills Knowledge of: Basic rifle, pistol, and shotgun safety City parks, recreation and open space rules, ordinances, and state statutes. Techniques, methods, materials, equipment and practices involved in the operation and maintenance of a shooting facility.

Standard office practices and procedures, including basic cash handling, filing and the operation of standard office equipment. First aid and basic CPR methods. National Rifle Association policies and procedures for shooting ranges.

Techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone. Appropriate Nevada Department of Wildlife rules and regulations. Skill in: Providing instruction and training in firearms use and safety.

The safe use of firearms. Analyzing situations quickly and objectively. Determining proper course of action under emergency conditions.

Operating hand and power tools for maintenance needs. Coping with adverse situations firmly, courteously and with respect for individual rights. Traversing terrain safely, understanding and carrying out oral and written instructions.

Establishing effective working relationships with departmental personnel, public law enforcement agencies, community groups and general public. SUPERVISION RECEIVED AND EXERCISED: Under General Supervision - Incumbents at this level are given assignments and objectives that are governed by specifically outlined work methods and a sequence of steps, which are explained in general terms. The responsibility for achieving the work objectives, however, rests with a superior.

Immediate supervision is not consistent, but checks are integrated into work processes and/or reviews are frequent enough to ensure compliance with instructions. PHYSICAL DEMANDS & WORKING ENVIRONMENT: The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of the job. Ability and strength to lift and carry up to 50 pounds; vision to see close up to read printed materials and at a distance including the ability to discern movement and presence at approximately 300 yards; and hearing and speech to communicate in person or over the telephone; exposure to traffic conditions and adverse environmental conditions in performance of duties and in traveling from one location to another; physical agility and stamina to negotiate uneven and rough terrain in performance of duties. Supplemental Information CONDITIONS OF EMPLOYMENT: Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation. Any City employee may be required to stay at or return to work during emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position.

This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency. Employees may be required to complete Incident Command System training as a condition of continuing employment. New employees are required to submit to a fingerprint-based background investigation and a drug screen.

The fee associated with the background check and drug test must be paid for by the employee prior to beginning employment. Employment is contingent upon passing the background and the drug screening. This position is required to make a report in accordance with Nevada Revised Statute 432B.220, if, in his or her professional or occupational capacity, he or she knows or has reasonable cause to believe that a child has been abused or neglected
