job summary:

The Department is seeking an experienced Senior ServiceNow Project Manager to lead the planning, coordination, execution, and successful delivery of the Department's enterprise ServiceNow implementation and ongoing platform maturity.


The selected consultant will provide project leadership across multiple ServiceNow implementation phases, ensuring projects are delivered on schedule, within scope, and aligned with the Department's strategic objectives. Initial efforts will focus on the implementation of Incident Management, Service Request Management, and the Employee Center, followed by continued expansion of the ServiceNow platform, including IT Service Management (ITSM), Case Management, Configuration Management Database (CMDB), Common Service Data Model (CSDM), IT Operations Management (ITOM), reporting and analytics, platform governance, integrations, organizational change management, training, and other current or future ServiceNow capabilities.


The consultant will work collaboratively with Department leadership, the Product Owner, Platform Owner, business stakeholders, technical teams, implementation partners, and vendors to successfully deliver the Department's ServiceNow roadmap.


Scope of Work


Required consultant experience provided by Contractor, shall include:


Minimum seven (7) years of enterprise information technology project management experience.


Minimum five (5) years managing ServiceNow implementation or platform expansion projects.


Experience managing complex, multi-workstream technology projects.


Experience coordinating cross-functional technical and business teams.


Experience managing project schedules, milestones, risks, issues, scope, communications, and executive reporting.


Experience coordinating third-party vendors and implementation partners.


Experience using Agile, Hybrid, or iterative project delivery methodologies.


Preferred Experience:


Experience implementing multiple ServiceNow products or modules.


Experience supporting enterprise digital transformation initiatives.


Experience developing executive dashboards, governance processes, and project reporting.


Experience leading organizational change management and user adoption activities.


Experience working within a public sector or government environment.


Required Duties and Responsibilities of Consultant shall include but are not limited to:


Lead and manage the Department's enterprise ServiceNow implementation.


Develop and maintain integrated project plans, schedules, milestones, and dependencies.


Coordinate activities across Department business and technical teams.


Facilitate project meetings and executive status reporting.


Manage project scope, risks, issues, assumptions, and decisions.


Coordinate implementation activities with ServiceNow, vendors, and implementation partners.


Support governance activities and executive decision-making.


Coordinate testing, training, deployment, and go-live readiness activities.


Monitor project performance and recommend corrective actions as needed.


Support post-implementation stabilization and continuous improvement initiatives.


Ensure project deliverables meet Department quality expectations and business objectives.


Other Duties


Follow all Department, ISP, and team-defined standards and procedures.


Perform other related duties as required.


Education/Certifications:


Bachelor's degree from an accredited college or university in Information Technology, Business Administration, Project Management, Computer Science, or a related field, or equivalent professional experience.


Project Management Professional (PMP) certification preferred.
