Summary
You will serve as a Supervisory Program Analyst (Fleet Improvement Office Director) of IMMEDIATE OFC OF CHIEF OF NVL OPS.

  • You will serve as the principal advisor and executive leader on the development, implementation, and evaluation of continuous improvement strategies across the Command.
  • You will oversee internal problem-solving consultation for Fleet projects to properly define problems, identify root causes, and implement measurable improvement.
  • You will develop and implement a continuous improvement strategy that supports long-term mission success and builds warfighting capability and capacity.
  • You will align learning programs with Fleet-wide goals, including readiness, operational excellence, and talent development.
  • You will oversee the creation and implementation of policies, tools, and frameworks that support organizational learning.
  • You will supervise a disparate group of projects requiring formal and informal leadership abilities across the Command and with numerous, Echelon I, Echelon II and Echelon III stakeholders.
  • You will construct reports, charts, spreadsheets, and graphs as needed to support briefing materials.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Utilizing safety management system/risk control system methodologies to identify, assess, and control safety risks, thereby preventing accidents and improving safety culture. 2) Employing effective risk management and risk communication processes in order to increase the Fleet's ability to safely and effectively accomplish the mission while preserving lives and limited resources. 3) Conducting root cause analysis with knowledge of Navy training, global force management, and requirements generation processes to target systemic, cross-community root causes that impact the ability to optimize warfighting lethality and survivability. 4) Applying the principles of Organizational Learning and continuous improvement.
