The drainage, hydraulics, and geotechnical expertise of these highly specialized sections is relied upon by all Department offices, outside agencies, engineering firms, and the public.\r\n \r\n \r\n Responsibilities of the Hydraulics and Drainage section include all aspects of water resource matters related to storm drainage systems, culverts, highway, or railroad bridges over waterways, dams and related facilities. Responsibilities of the Soils and Foundations section include design and review of matters related to soil, rock, and foundations of roads, bridges, and transportation facilities. This expertise is crucial during the planning, design, environmental permitting, and construction phases of engineering projects. The responsibilities also include providing technical advice on hydraulic, drainage, and geotechnical activities associated with the maintenance of transportation facilities and the review of commercial development proposals brought before the Office of State Traffic Administration and district permit offices. In addition, the Transportation Principal Engineer will oversee and review the work of consultant engineers.\r\n \r\n \r\n The incumbent must be available to provide office and field direction during significant rainfall events at any and all times including evenings or weekends, in assisting the Bridge Safety and Evaluation Section with hydraulic information to monitor bridges for scour. The incumbent must also be available to travel for training, conferences, meetings, etc. both within and outside of normal working hours, when necessary. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for supervising the staff of a major engineering or railroad operating unit.\r\n

EXAMPLES OF DUTIES

\r\n\r\n Schedules, assigns, oversees and reviews work of staff;\r\n Provides staff training and assistance;\r\n Conducts performance evaluations;\r\n Determines priorities and plans unit work;\r\n Establishes and maintains unit procedures;\r\n Develops or makes recommendations on development of policies and standards;\r\n Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;\r\n Prepares reports and correspondence;\r\n Supervises work of engineers, technicians and other technical and/or clerical personnel in any one of several organizationally specialized engineering, operations, or railroad sections;\r\n Reviews detailed plans, specifications or studies of complex transportation engineering problems related to areas such as highway, bridge, facility or geometric design, traffic engineering, electrical engineering, geo-technical engineering, hydraulics and drainage, utilities, contract and project development, or railroad engineering;\r\n Coordinates design or construction projects;\r\n Prepares special reports, cost estimates, standards and specifications and fee schedules for consultant engineers, surveyors or contractors;\r\n Reviews progress reports;\r\n Performs related duties as required.\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n\r\n Considerable knowledge of\r\n \r\n principles and practices involved in transportation engineering such as bridge design, foundations, highway design, transportation facilities design, transportation planning, drainage or hydraulics, research, pavement design, pavement management, traffic and utilities;\r\n administrative and financial controls with respect to transportation engineering plans, contracts, projects and reports;\r\n relevant agency policies and procedures;\r\n relevant state and federal laws, statutes and regulations;\r\n latest techniques and procedures employed in field of engineering or land surveying as applied to Department of Transportation;\r\n \r\n \r\n Considerable\r\n \r\n interpersonal skills;\r\n oral and written communication skills;\r\n \r\n \r\n Considerable ability to\r\n \r\n interpret and apply principles of information systems and technologies;\r\n analyze and review engineering reports and plans;\r\n \r\n \r\n Supervisory ability.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in complex transportation engineering projects.\r\n

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the general experience must have been in a supervisory capacity over transportation engineering design projects.\r\n\r\n\r\nNOTE: For state employees this experience is interpreted at the level of a Transportation Supervising Engineer (Engineering).\r\n

PREFERRED QUALIFICATIONS

\r\n\r\n Possession of an accredited bachelor's degree or coursework in Civil, Transportation, Hydraulic, Geotechnical Engineering or a closely related field.\r\n Experience employing the latest techniques, state-of-the-art computer software and procedures in the field of hydraulic engineering and geotechnical engineering as they apply to the transportation projects.\r\n Experience with engineering design related to water resource management, bridges, culverts, drainage structures, bridge foundations, retaining walls, scour countermeasures and slope stabilization.\r\n Experience showcasing knowledge and understanding of the Connecticut General Statutes (CGS) and Regulations of Connecticut State Agencies relating to Flood Management Certification (FMC), the FMC process and regulatory framework.\r\n Experience working with and interpreting FEMA Flood Insurance Studies (FIS), mapping, technical data, and regulatory floodplain/floodway analysis models for compliance with state flood management and FEMA National Flood Insurance Program (NFIP) regulations.\r\n Experience with the Office of the State Traffic Administration (OSTA) regulatory process related to the review of major traffic generators and their potential stormwater impacts to state transportation infrastructure.\r\n Experience preparing subsurface exploration programs.\r\n Experience involving standard test procedures of physical properties of soil and rock, interpreting the test results and applying the results to DOT projects.\r\n Experience involving design and construction of multiple foundation types including spread footings, driven piles, micropiles, drilled shafts and underpinning.\r\n Experience involving geotechnical support during construction and providing recommendations for construction related issues.\r\n Experience writing technical documents, design specifications, letters and reports.\r\n Experience with Asset Management principles.\r\n Experience being a technical resource during Emergency Declarations.\r\n Experience balancing workload amongst multiple priority projects and technical reviews.\r\n Experience leveraging interpersonal skills to supervise a large team.\r\n Experience with relevant department policies and procedures, and state and federal laws, statutes, and regulations.\r\n Experience with verbal and written communication skills, and presentation skills.\r\n Experience with departmental contracting and procurement methods.\r\n Experience leading, supervising, evaluating, mentoring, assigning work and developing improved performance of engineers.\r\n Experience administering task-based consultant contracts for support services and overseeing the consultant assignments and the associated staff.\r\n Experience interacting and coordinating with transportation system stakeholders of all levels including government officials.\r\n\r\n...
