Job description

Summary

The Quality System Engineer is responsible for developing, maintaining, and improving the corporate Quality Management System (QMS) in accordance with TL9000 and ISO 9001 standards. This role ensures compliance with global product regulations, third party certifications, ESG (Environmental, Social, and Governance) of sustainability and ethical practices and corporate-level customer requirements. The position works cross functionally with Engineering, Manufacturing, Supply Chain, and other departments.

Job Duties

  • Maintain and continuously improve the company’s QMS in compliance with TL9000 and ISO 9001 requirements.
  • Support internal and external audits, corrective actions, and preventive actions.
  • Lead process standardization and quality documentation across corporate functions
  • Work in corporate-level compliance to RoHS, REACH, and other environmental regulations.
  • Monitor regulatory updates and ensure timely implementation across product lines.
  • Coordinate with suppliers to obtain declarations and ensure material compliance.
  • Manage corporate product compliance documentation and reports required by customers and industry standards.
  • Provide timely responses to customer compliance inquiries, surveys, and audits.
  • Maintain central databases for compliance evidence and declarations.
  • Maintain and support third-party product certifications, including TÜV, UL, CSA, and compliance with IEC/EN 62368-1:2014 and IEC/EN 60825-1:2014.
  • Coordinate testing, renewal submissions, and technical file updates with certification bodies.
  • Work on the creation and submission of Conflict Minerals Reporting Template (CMRT) and Extended Minerals Reporting Template (EMRT).
  • Collect and consolidate annual sustainability data for corporate reporting.
  • Update and complete the annual Carbon Disclosure Project (CDP) reporting process at the corporate level.
  • Support ESG performance tracking across Environmental, Social, and Governance categories (Score 1/2/3).
  • Work cross-functionally to gather data, analyze performance trends, and recommend improvements.
  • Maintain corporate-level document control processes to ensure accuracy, consistency, traceability, compliance and updated.
  • Manage document releases, revisions, and archival per QMS requirements.
  • Support engineering change & production change management and process control.
  • Implement the company’s annual Responsible Business Alliance (RBA) Self-Assessment Questionnaire (SAQ).
  • Coordinate data collection, risk assessment, and improvement tracking to maintain RBA compliance.
  • Work with multi-teams for products quality, function and standards specifications.

Qualifications

  • Bachelor's degree in engineering or a related field preferred Material Electronic Engineering, Science, Optical Engineering, Semiconductor, Physics, etc.
  • Knowledge of ISO 9001, TL9000, and related QMS frameworks.
  • Experience with RoHS, REACH, and global product environmental compliance.
  • Familiarity with UL, TÜV, CSA, and IEC/EN product safety standards.
  • Strong understanding of ESG, CDP, and sustainability reporting.
  • Proficiency with document control systems and quality tools.
  • Excellent analytical and problem-solving skills.
  • Experience with data analysis software and systems.
  • Knowledge of quality standards, regulations, quality control and production quality control is requirements
  • Effective communication skills for presenting findings and collaborating with teams.
  • Self-motivation, dependability, and good team player who can work efficiently with minimal supervision
  • Professional-level fluency in both Mandarin and English is required (verbal and written).
  • Ability to serve as a technical bridge between English-speaking teams and Mandarin-speaking manufacturing teams.

This position will be on-site based in Sugar Land, Texas.
