My client is a highly respected multidisciplinary consulting firm seeking an experienced Project Manager to lead water infrastructure and public works projects across Oahu.

Position Overview
The Project Manager will oversee assigned projects throughout the full project lifecycle, including planning, programming, budgeting, design, construction, and closeout.
Projects may include:

Water storage tanks and reservoirs
Domestic water infrastructure

The Project Manager will be responsible for maintaining project schedules, budgets, technical quality, stakeholder communication, and overall project performance.
Key Responsibilities
Project Management and Delivery
Manage projects from initial planning and design through construction and final closeout.
Develop and maintain project scopes, schedules, budgets, resource plans, and delivery strategies.
Lead multidisciplinary teams and coordinate the work of engineers, consultants, contractors, agencies, and internal departments.
Ensure projects are delivered on time, within budget, and in accordance with contractual and technical requirements.
Monitor project performance and provide clear updates regarding progress, risks, decisions, and required actions.
Identify scope, schedule, technical, and financial risks and develop appropriate mitigation and contingency plans.
Utilize internal project management tools and project management information systems to maintain accurate documentation and reporting.
Technical and Design Coordination
Prepare and review technical memoranda, reports, drawings, specifications, and contract documents.
Assist with the preparation, review, and presentation of engineering plans and design concepts.
Prepare planning studies, feasibility studies, basis-of-design reports, lessons-learned documentation, and related project deliverables.
Coordinate technical activities across engineering, planning, construction management, and other project disciplines.
Conduct and coordinate biddability, constructability, operability, environmental, and sustainability reviews.
Review field conditions and support the development of practical technical solutions.
Client and Stakeholder Management
Serve as a primary point of contact for clients, consultants, government agencies, contractors, and community stakeholders.
Lead project meetings and maintain clear, timely, and professional communication.
Attend public hearings, agency meetings, client presentations, and community meetings as needed.
Develop productive, trust-based relationships with federal, state, municipal, and private-sector partners.
Coordinate work activities with other departments, divisions, agencies, and outside organizations.
Provide technical and marketing support for proposals, presentations, and business development efforts.
Field and Construction Support
Conduct project site visits and infrastructure condition assessments.
Coordinate design and construction activities with project teams and outside agencies.
Assist with resolving technical, logistical, and project-delivery challenges.
Maintain alignment between design requirements, construction activities, project schedules, and client expectations.
Travel to project sites throughout Oahu as needed.
Required Qualifications
Bachelor’s degree in Engineering, Construction Management, or a related discipline from an accredited college or university.
Demonstrated project management experience within engineering, construction management, utilities, public works, or infrastructure.
Experience managing project scopes, schedules, budgets, resources, technical deliverables, and multidisciplinary teams.
Knowledge of engineering design, construction management, and public works project delivery.
Experience working with federal, state, municipal, or private-sector clients and agencies.
Strong written, verbal, presentation, interpersonal, and stakeholder-management skills.
Ability to clearly communicate technical ideas and project information to both technical and nontechnical audiences.
Strong organizational skills with the ability to manage multiple projects, priorities, and deadlines.
Proficiency with Microsoft Office, Bluebeam, and project management information systems.
Valid driver’s license and ability to visit project sites throughout Oahu.
Preferred Skills and Qualifications
Professional Engineer license.
Experience managing domestic water infrastructure, utility systems, pumping stations, reservoirs, wells, or related facilities.
Familiarity with Hawaii permitting requirements, government agencies, design standards, and public infrastructure delivery.
Experience with AutoCAD, Civil 3D, Fulcrum, or related engineering and project-delivery software.
Experience conducting feasibility studies, condition assessments, constructability reviews, or technical research.
Previous proposal-development, client-development, marketing, or business-development experience.
