What is a quality oversight engineer?

Quality Oversight Engineers are professionals responsible for ensuring that products, processes, and systems meet established quality standards and regulatory requirements. They monitor manufacturing or production operations, conduct audits, and collaborate with various teams to identify and resolve quality issues. Their role often includes reviewing documentation, implementing corrective actions, and ensuring compliance with industry regulations to maintain high-quality outputs. Additionally, they may provide training and guidance to staff on quality best practices and assist in continuous improvement initiatives.

How does a quality oversight engineer typically collaborate with cross-functional teams to ensure compliance and product quality?

Quality Oversight Engineers work closely with production, engineering, and regulatory teams to monitor processes and ensure adherence to quality standards. They often participate in project meetings, conduct audits, and review documentation to identify potential risks or non-conformities. Effective communication and teamwork are essential, as these engineers provide feedback, recommend corrective actions, and help implement process improvements. This collaborative environment helps maintain high product quality and regulatory compliance throughout the manufacturing lifecycle.

What are the key skills and qualifications needed to thrive as a quality oversight engineer, and why are they important?

To thrive as a Quality Oversight Engineer, you need a solid background in quality management, engineering principles, and regulatory compliance, often supported by a degree in engineering or a related field. Familiarity with quality management systems (QMS), ISO standards, root cause analysis tools, and certifications such as Six Sigma or ASQ CQE are common requirements. Strong attention to detail, problem-solving abilities, and effective communication are vital soft skills to excel in this role. These competencies ensure that products and processes consistently meet standards, mitigate risks, and support organizational excellence.

What is the difference between Quality Oversight Engineer vs Quality Assurance Engineer?

The Opportunity:
The Program Quality Engineer - RF / AS9100 is responsible for full quality oversight of complex RF-based aerospace/defense programs. This position serves as the primary quality owner for assigned programs, ensuring compliance with AS9100 and all customer, regulatory, and internal requirements throughout the program lifecycle. The Program Quality Engineer works cross-functionally with Program Management, Engineering, Operations, and Supply Chain to define and execute program quality plans; establish and maintain robust RF product and process controls; lead root cause and corrective action efforts; and drive continuous improvement in quality performance, yield, and customer satisfaction. This role requires a strong technical background in RF hardware/systems, deep familiarity with AS9100 quality management systems, and the ability to operate at a high level of responsibility, making decisions that directly impact program success and customer outcomes.
Responsibilities:
  • Serve as the primary quality owner for one or more RF programs, responsible for quality performance, risk management, and compliance.

  • Provide end-to-end quality oversight across planning, design, supply chain, production, test, delivery, and field support.

  • Act as the main quality interface with Program Management, Engineering, Operations, Supply Chain, and customers.

  • Lead quality-related program reviews, including gated design reviews, readiness reviews, and internal/customer audits.

  • Participate in Engineering Change Notice (ECN) reviews for RF products, ensuring changes meet program requirements and are accurately tracked, documented, and implemented across the program lifecycle.

  • Develop and maintain Program Quality Plans, including inspection/test strategies, control plans, risk assessments, and validation/verification activities.

  • Ensure compliance with AS9100, applicable customer contractual requirements, and internal quality standards.

  • Support internal and external audits; drive closure of findings and corrective actions.

  • Apply deep RF knowledge to ensure proper qualification, verification, and validation of RF components, assemblies, and systems.

  • Apply strong working knowledge of RF cabling and harnesses including selection, routing, termination, shielding, and testing to ensure reliable performance, manufacturability, and compliance with program and AS9100 requirements.

  • Perform detailed drawing reviews with a strong working knowledge of GD&T, ensuring dimensions, tolerances, and callouts are accurate, manufacturable, and fully aligned with functional and inspection requirements.

  • Review and approve RF-related specifications, test plans, and acceptance criteria to ensure they meet requirements and are traceable.

  • Collaborate with Engineering to ensure design-for-quality and design-for-manufacturability (DFM/DFQ) principles are applied to RF hardware.

  • Lead root cause analysis and corrective/preventive action (RCCA/8D, 5-Why, fishbone, etc.) for complex RF and system-level quality issues.

  • Monitor key quality metrics (e.g., yields, defects, escapes, returns, customer complaints) and drive targeted improvement activities.

  • Champion continuous improvement initiatives across the program, including process capability improvements, error-proofing, documentation enhancements, and training.

  • Interface directly with DCMA representatives and customers on quality matters, including audits, inspections, data reviews, and corrective actions, ensuring clear communication, timely response, and sustained confidence in program performance.

  • Partner with Supply Chain and Supplier Quality to ensure RF and critical suppliers meet program quality requirements.

  • Support supplier evaluations, audits, and qualifications for RF and high-reliability components.

  • Prepare and present quality reports, metrics, and status updates to customers and internal leadership; handle customer quality inquiries and corrective actions.

  • Perform other related duties as assigned in support of program quality, RF engineering activities, and overall business objectives.

Qualifications:
Required:
  • Bachelor's degree in Engineering (Electrical, RF, Systems, Mechanical) or related technical field; advanced degree a plus.

  • 5-10+ years of experience in quality engineering in an aerospace/defense or similarly regulated environment.

  • Demonstrated experience with AS9100 (implementation, maintenance, and/or audit support).

  • Significant hands-on experience with RF hardware or RF systems (e.g., RF modules, transceivers, radar, communication systems, EW, etc.).

  • Proven ability to provide program-level quality oversight and take ownership for overall program quality performance.

  • Strong knowledge of quality tools and methodologies (RCCA/8D, FMEA, control plans, SPC, PPAP/FAI, etc.).

  • Experience working cross-functionally with Program Management, Engineering, Operations, and Supply Chain.

  • Excellent communication skills, including the ability to present complex issues and data to both technical and executive audiences.
  • Must be a U.S. Citizen

Desired:
  • Experience in defense, aerospace, or space RF programs.

  • Auditor training/certification for AS9100 (Lead Auditor or Internal Auditor).

  • Experience with customer and regulatory audits (e.g., prime contractors, DoD, NASA, ESA).

  • Familiarity with configuration management, requirements management, and product lifecycle management (PLM) tools.

  • Six Sigma Green/Black Belt or similar certification.
