Koniag Operations Services, a Koniag Government Services company, is seeking an experienced Quality Control/Quality Assurance (QC/QA) Manager to lead comprehensive quality programs at critical government facilities. This senior leadership role requires a seasoned professional with extensive experience in industrial facilities management and quality assurance leadership, specifically within Reliability-Centered Maintenance (RCM) environments. The ideal candidate will be responsible for establishing, managing, and overseeing integrated quality control programs for large-scale facility operations and maintenance activities. The QC/QA Manager will develop comprehensive method statements, lead quality initiatives, and ensure all work complies with applicable codes, standards, and contract requirements.

Principal responsibilities will include but are not limited to:

  • The QC/QA Manager will serve as the senior quality authority responsible for all aspects of quality control and quality assurance programs supporting government facility operations and maintenance. This role demands strategic leadership, technical expertise, and the ability to establish and maintain high-functioning quality management systems that ensure operational excellence across complex facility environments. Principal responsibilities will include but are not limited to:
  • Establish, maintain, and oversee integrated quality control programs for large-scale facility operations and maintenance (O&M) activities
  • Develop and implement a comprehensive method statement detailing the setup, operation, and management of the QC/QA Department
  • Lead the implementation and maintenance of Reliability-Centered Maintenance (RCM) programs across all facility systems
  • Direct and coordinate non-destructive testing (NDT) methods and procedures across various facility systems and equipment
  • Conduct systematic audits and inspections of building systems, including HVAC, electrical, plumbing, fire protection, and building automation systems
  • Develop and implement quality plans, detailed inspection procedures, and standard operating procedures for QC/QA activities
  • Interface with government clients, contracting officers, and technical staff to ensure all work complies with applicable codes, standards, and contract requirements
  • Identify quality deficiencies and implement comprehensive corrective and preventive action (CAPA) plans
  • Train and mentor QC/QA staff on procedures, standards, industry best practices, and quality management methodologies
  • Review and approve all quality documentation, including inspection reports, test results, and compliance certifications
  • Conduct root cause analysis for quality issues and develop long-term solutions to prevent recurrence
  • Manage quality metrics and key performance indicators (KPIs) to track program effectiveness
  • Coordinate with operations and maintenance teams to ensure quality standards are integrated into daily activities
  • Prepare detailed quality reports, audit findings, and recommendations for senior leadership and government clients
  • Ensure compliance with federal, state, and local regulations, as well as organizational quality standards
  • Maintain current knowledge of industry codes, standards, and emerging quality assurance methodologies

 

Education and Experience:

Required:

  • 4-year Bachelor's degree in Facilities Management, Engineering, Construction Management, or related technical discipline from an accredited institution
  • Minimum of fifteen (15) years of experience in major industrial complexes or construction projects specifically working within a QC/QA Department
  • Minimum of five (5) years of experience specifically as a Quality Control/Quality Assurance Manager

 

Clearance Requirement:

  • Active Secret clearance

 

Required Skills and Competencies

  • Strong working knowledge of Operations and Maintenance (O&M) operations and the various complex systems within large buildings, including HVAC, electrical, mechanical, plumbing, and fire protection systems
  • Proven experience working within a Reliability-Centered Maintenance (RCM) program environment
  • Deep familiarity with various methods of non-destructive testing (NDT), including ultrasonic, radiographic, magnetic particle, and visual inspection techniques
  • Proficiency in developing method statements, quality plans, and detailed inspection procedures
  • Excellent written and oral communication skills for interfacing with government clients, contractors, and technical teams
  • Strong analytical skills with ability to conduct root cause analysis and interpret technical drawings, specifications, and blueprints
  • Comprehensive knowledge of quality management systems and industry standards (ISO 9001, ASME, ASTM, etc.)
  • Experience conducting audits and inspections using standardized checklists and inspection criteria
  • Strong leadership and team management skills with proven ability to train and develop quality professionals
  • Proficiency in quality management software and computerized maintenance management systems (CMMS)
  • Ability to read and interpret building codes, technical standards, and contract specifications
  • Strong understanding of preventive and predictive maintenance quality requirements
  • Excellent attention to detail and commitment to maintaining high quality standards
  • Ability to work independently and make sound decisions in a fast-paced environment
  • Strong organizational skills with ability to manage multiple quality initiatives simultaneously

Desired Skills and Competencies

  • Master's degree in Engineering, Quality Management, or related discipline
  • Professional certifications such as Certified Quality Manager (CQM), Certified Quality Auditor (CQA), or Certified Quality Engineer (CQE) from ASQ (American Society for Quality)
  • Experience managing QC/QA programs in Department of Defense (DoD) or other government facilities
  • Certified Reliability Leader (CRL) or similar reliability-focused certification
  • Level II or Level III NDT certification in one or more testing methods
  • Experience with Lean Six Sigma methodologies (Green Belt or Black Belt certification)
  • Knowledge of Computerized Maintenance Management Systems (CMMS) and Enterprise Asset Management (EAM) platforms
  • Familiarity with Building Information Modeling (BIM) and quality documentation in digital environments
  • Experience with ISO 9001, ISO 14001, or other internationally recognized quality management standards
  • Project Management Professional (PMP) certification
  • Experience managing quality programs for mission-critical or high-security facilities
  • Background in commissioning and acceptance testing procedures for complex building systems
  • Knowledge of energy management and sustainability quality standards (LEED, Energy Star)
  • Experience developing training programs and quality competency assessments
