Quality Control Manager
The Opportunity:
When an organization has multiple moving parts in its processes, it can be difficult to critically examine them. To be more efficient and effective, it needs a business process specialist to learn its business and mission end-to-end and provide ways to change for the better. That's why we need you, an experienced business process specialist who knows how to analyze every aspect of your customer's operations and give them the steps to improve their process.
As the Quality Control Manager on our team, you'll analyze your client's current operating environment and identify areas for improvement. You'll facilitate discussions with leadership and support staff to help refine the client's definition of success and identify current frustrations. You'll be responsible for ensuring all services and supplies delivered under the contract meet the rigorous standards of FAR 52.246-1. You will lead the development, implementation, and continual improvement of a comprehensive Quality Control System, oversee subcontractor performance, and partner with Government stakeholders to maintain contract compliance and excellence in training support.

What You'll Work On:
  • Develop, implement, and maintain a written Quality Control Plan (QCP) that reflects standardized procedures and methodologies for monitoring and documenting contract performance.
  • Establish and document processes for continuous process improvement, scheduling, conducting, and recording inspections, identifying and correcting discrepancies, implementing corrective action procedures, including those for government-discovered non-conformances, performing root cause analyses and establishing preventive measures, conducting trend analyses to highlight systemic issues, and collecting, analyzing, and resolving customer feedback and complaints.
  • Define baseline performance criteria for contractor-supported training, including adjustments to subjects, qualification levels, exercise durations, augmented training, site surveys, exercise simulation techniques, and deficiency resolution procedures.
  • Coordinate with subcontractors to ensure their deliverables comply with the QC requirements outlined in FAR 52.246-1.
  • Provide Quality Control Reports to the government, ensuring timely and accurate documentation of QC activities and outcomes.
  • Interface with the Contracting Officer's Representative (COR) to support the government's Quality Assurance Surveillance Plan (QASP), supplying performance data and facilitating government surveillance.
  • Act as the primary point of contact for all quality assurance activities under the QASP.
  • Prepare and present performance metrics, defect rate analyses, and corrective action status updates to government evaluators.
  • Collaborate on "living document" updates to address evolving contract needs and performance trends.

You Have:
  • 8+ years of experience in government contracting and program or program or quality control management within the DoD
  • Experience with stakeholder management and briefing
  • Experience making contract-execution decisions in a government office environment
  • Experience negotiating and administering data rights under FAR and DFARS
  • Experience with continuous improvement methodologies
  • Knowledge of FAR 52.246-1 Contractor Inspection Requirements
  • Knowledge of quality control or assurance frameworks for training and service delivery
  • Knowledge of Microsoft Office and contract management systems such as Deltek Costpoint or SAP
  • Secret clearance
  • Bachelor's degree

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $77,500.00 to $176,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
