Position Summary:

PowerRise is seeking a full-time or part-time highly qualified Third-Party Quality Assurance / Quality Control (QA/QC) Inspector to join our team supporting the inspection of natural gas & water construction projects in the Greater Philadelphia Area / Southern New Jersey Area. This on-site role plays a crucial part in the successful completion of projects. The successful candidate will serve as an independent quality assurance authority, verifying that construction, installation, and maintenance activities meet all applicable federal, state, and company specifications. This role requires knowledge of industry codes, strong field inspection skills, and the ability to work collaboratively with contractors, engineers, and regulatory personnel.

Key Responsibilities:
  • Perform third-party quality audits and field inspections on natural gas & water pipeline/main/service construction, repair, and maintenance projects oVerify compliance with applicable codes including and not limited to: AWWA standards, NSPC 2021, IRC Chapter 29 – Water Supply and Distribution, 49 CFR Part 192, and DOT regulations throughout all project phases
  • Inspect pipe, fittings, valves, meters, regulators, and associated equipment for conformance to project specifications and material certifications oWitness and document welding activities, heat fusion, electro fusion, machinal connections, and testing
  • Review and verify Welding Procedure Specifications (WPS), and Welder Performance Qualifications (WPQ) oConduct coating and cathodic protection inspections, including holiday testing, application quality, and backfill monitoring
  • Review Material Test Reports (MTRs), mill certifications, and procurement documentation to ensure traceability oIssue Non-Conformance Reports (NCRs) and corrective action requests; track resolution through closure
  • Attend pre-construction meetings, daily toolbox talks, and project progress meetings as the QA/QC representative, as required oMaintain detailed daily inspection reports, photographic documentation, and a complete QA/QC audit trail
  • Coordinate with operators, contractors, and regulatory agencies during inspections and audits oCheck for proper PPE, Qualification / Operator certification cards
  • Review and approve Inspection and Test Plans (ITPs), Method Statements, and contractor QA/QC submittals
  • Qualifications:
  • 3–5 years of direct experience within the natural gas and water pipeline, midstream, or utilities industry oThorough working knowledge of 49 CFR Part 192 (Transportation of Natural Gas) and applicable state regulations
  • Proficient in AWWA Standards, 2021 NSPC, and Uniform Construction Code (UCC) for water-related construction compliance oExperience with welding inspection, NDE methods, and pressure testing on gas systems
  • Demonstrated ability to read and interpret construction drawings, and engineering specifications oStrong written and verbal communication skills; ability to produce clear, legally defensible inspection records
  • Valid driver's license and willingness to travel to field project sites (travel up to 75%) oProficiency with Microsoft Office Suite and electronic inspection/reporting platforms
  • Must be able to work on-site in the Greater Philadelphia Area / Southern New Jersey Area.
  • Preferred Qualifications
  • AWS CWI (Certified Welding Inspector) – AWS D1.1 / API 1104 preferred oPipeline Contractor Qualification (CQ) records and compliance documentation familiarity
  • OSHA 30 – Construction Safety certification
  • API 1169 – Pipeline Inspector Certification (strongly preferred)
  • Work Environment:
  • Duties are performed primarily in an outdoor setting with exposure to changing weather conditions oThis role requires extended periods of standing, walking, bending, squatting, and lifting. Working in inclement weather conditions, such as extreme heat, extreme cold, rain, ice, snow, and wind
  • This position is physically active, with lifting required. Must be able to bend and lift and carry up to 40 pounds oMust be able to perform moderate physical activity including somewhat strenuous daily activities of a primarily productive/technical nature
  • Ability to ascend or descend into areas at job site to complete inspections oMust be able to perform work in a loud, active construction environment
