Job description

We are seeking an experienced and results-driven Quality Manager to lead Electrical Quality Assurance and Quality Control activities on a large-scale semiconductor construction project. This role is responsible for developing, implementing, and managing the project quality program to ensure all electrical installations, testing, documentation, and turnover activities meet project specifications, TSMC standards, NFPA requirements, manufacturer OEM requirements, and all applicable codes and regulatory compliance requirements. The Quality Manager will provide leadership to QA/QC personnel, coordinate with construction and commissioning teams, and serve as the primary quality interface with the client and subcontractors.

  • Develop, implement, and maintain the project Electrical QA/QC Program.
  • Lead and manage QA/QC technicians.
  • Verify compliance with NEC, IEEE standards, OEM requirements, project specifications, drawings, and TSMC quality standards.
  • Establish and maintain Inspection and Test Plans (ITPs), quality procedures, and inspection checklists.
  • Oversee quality inspections of:
    • Medium-voltage and low-voltage electrical systems
    • Switchgear and transformers
    • Cable tray systems
    • Grounding and bonding systems
    • Process tool electrical installations
    • Cleanroom electrical infrastructure
  • Review electrical drawings, specifications, submittals, and turnover documentation for compliance.
  • Manage non-conformance reports (NCRs), corrective actions, and root cause investigations.
  • Coordinate and witness electrical testing activities including continuity, insulation resistance, grounding, functional, and commissioning tests.
  • Track quality metrics and provide regular quality performance reports to project leadership and the client.
  • Ensure complete and accurate quality records, inspection reports, and turnover documentation.
  • Support commissioning, startup, and final project turnover activities.
  • Conduct internal audits and subcontractor quality assessments.
  • Participate in project planning, safety meetings, and continuous improvement initiatives.
  • Maintain strong communication and working relationships with owners, engineers, contractors, subcontractors, and commissioning teams.
Qualifications
  • Bachelorโ€™s degree in electrical engineering, Construction Management, Engineering Technology, or related field preferred.
  • Equivalent combination of education and experience may be considered.
  • Advanced understanding of quality management principles, electrical construction practices, inspection methodologies, and testing requirements.
  • Extensive knowledge of NFPA 70, NFPA 70E, IEEE standards, and applicable electrical codes.
  • Ability to read and interpret technical drawings, specifications, and construction documents.
  • Strong leadership, communication, organizational, and problem-solving skills.
  • Experience managing quality programs on industrial, mission-critical, semiconductor, or advanced technology projects.
  • Strong attention to detail and documentation accuracy.
Preferred Experience:
  • 10+ years of electrical construction experience.
  • 5+ years in an Electrical QA/QC leadership or Quality Manager role.
  • Semiconductor, data center, pharmaceutical, or advanced manufacturing project experience.
  • Experience with commissioning and startup of electrical systems.
  • Certifications such as:
    • ASQ Certified Quality Manager (CMQ/OE)
    • Certified Quality Engineer (CQE)
    • NETA Certification
    • OSHA 30
    • PMP Certification
  • Computer skills: MS Office Suite, Procore, Bluebeam, SharePoint, BIM 360, and quality management platforms.
  • Familiarity with ISO 9001 Quality Management Systems and continuous improvement methodologies.
