Job Description Summary:
The HV Regional Manager: Central is responsible for the oversight and management of multiple high-voltage substation, transmission, and interconnection construction projects within the Central region, covering ERCOT, the Southwest Power Pool (SPP), and the Midcontinent ISO (MISO). The role is a core position in the HV business unit's 2027 leadership build-out and typically spans project sites across Texas, Oklahoma, Kansas, Nebraska, the Dakotas, Minnesota, Iowa, Missouri, Arkansas, Louisiana, Wisconsin, Illinois, Indiana, and Michigan.This role is remote to start. Specific location details and expectations will be discussed during the interview process.

Position Responsibilities and Duties:
Project Management
Ensure that HV substation, transmission, and interconnection projects across the Western region are completed on time, within budget, and in accordance with quality standards, safety regulations, and utility/NERC requirements.
Monitor project progress and schedule risk across the regional portfolio, with particular attention to engineering, procurement, and utility milestones, which are the leading drivers of HV schedule slip, and address issues or delays promptly.
Participate in the go/no-go review for regional pursuits, screening opportunities on contract terms, schedule realism, and self-perform fit before they are chased.
Team Leadership & Career Development
Supervise and provide leadership to Project Executives, Project Managers, Assistant Project Managers, Project Engineers, and Superintendents within the region.
Foster a collaborative, high-performance field organization and a consistent, repeatable way of working across all projects in the region.
Conduct regular team meetings and daily/weekly PODs to communicate goals, expectations, and project updates.
Support career pathing for regional staff (Intern Project Engineer Assistant Project Manager Project Manager Project Executive) with defined competencies and qualifications at each step.
Safety & Qualification
Hold Qualified Electrical Worker (QEW) certification and maintain it as a condition of the role; enforce QEW qualification for all field supervision in the region before anyone is allowed on a site.
Complete personal safety audits on a regular cadence and ensure Superintendents, General Foremen, Foremen, Project Managers, and Project Engineers meet the region's minimum audit requirements.
Hold approval authority over energized work permits and stop-work calls within the region; drive DART performance toward the region's zero-incident target.
Own the quality of near-miss and incident reporting within the region, ensuring root cause (not just a description of what happened) is captured and acted on.
Client Relations & Business Development
Serve as a primary point of contact for clients and, where applicable, target utilities within the Western region.
Build and maintain strong client and utility relationships, addressing concerns and ensuring satisfaction.
Collaborate with Business Development and Preconstruction to secure new projects, support utility Approved Vendor List (AVL) qualification pursuits, and provide early field input into bids.
Budgeting and Cost Control
Develop and manage budgets for regional construction projects and own the regional financial rollup.
Monitor project costs, margin performance, and change order/claim discipline; identify cost-saving opportunities and keep the regional portfolio within budget.
Quality Assurance and Compliance
Ensure regional projects meet SOLV and utility quality standards and defined hold points for HV scopes, including grounding before backfill, torque verification before covers go on, and terminations before energization.
Support the independence of the quality/inspection function; self-inspection by the installing crew is a first check, not the record of record.
Enforce nonconformance (NCR) tracking with root cause across regional projects, and feed recurring issues back into standard work.
Reporting and Documentation
Prepare and submit regular reports on regional project status, financial performance, safety, and quality metrics.
Maintain accurate, auditable project and qualification documentation, including QEW records, test records, inspection reports, and as-builts.
Risk Management
Identify regional risks, including schedule, long-lead equipment, labor availability, and client concentration, and develop mitigation strategies.
Implement risk management plans to minimize project disruptions and financial losses across the region.
Minimum Skills or Experience Requirements:
Bachelor's degree in Construction Management, Electrical Engineering, or a related field is preferred but not required for candidates with the equivalent high-voltage field experience described below. Advanced degrees or certifications are a plus.
Minimum of 8 to 10 years of high-voltage substation, transmission line, and utility interconnection construction experience, including prior experience at the Project Executive level or in a multi-project field leadership role.
Proven construction project management and budget forecasting experience, with a track record of success in a leadership role.
Working knowledge of the Western region's ISO and utility markets (the California ISO (CAISO) market, plus non-ISO Northwest and Southwest utility markets within WECC) and the utility Approved Vendor List (AVL) qualification process.
Qualified Electrical Worker (QEW) certification, or the ability to obtain it within the first 90 days of hire.
Strong understanding of HV construction processes, NERC and utility interconnection requirements, and safety regulations.
Excellent communication and interpersonal skills, with the ability to lead a geographically distributed team.
Ability to analyze complex situations and make informed decisions under schedule and margin pressure.
Strong organizational and multitasking abilities across a multi-project regional portfolio.
Familiarity with project management, estimating, and productivity-tracking software and tools (e.g., Sunscreen, Workday, Heavy Job/Heavy Bid).
Extensive regional travel is required for this position; rotation and per diem practices follow SOLV's HV field leadership travel policy.
