Job description

As the Primary BUILDER Point of Contact (POC) - Data Manager, you will serve as the installation's subject-matter expert and lead coordinator for the BUILDER Sustainment Management System (SMS). This role is responsible for ensuring the accuracy, completeness, and timely management of facility asset data used to support sustainment, restoration, and modernization (SRM) planning at Al Udeid Air Base. The position works closely with Civil Engineering (CE), asset owners, contractors, and higher headquarters to support data-driven decision-making and compliance with Department of Defense and Air Force requirements.

ESSENTIAL JOB FUNCTIONS:

  • Serve as the primary installation-level POC for BUILDER SMS
  • Manage, validate, and maintain BUILDER facility asset data, including inventory, condition assessments, and sustainment metrics
  • Coordinate and oversee BUILDER data collection efforts, including inspections and contractor-supported assessments
  • Ensure data accuracy, completeness, and compliance with applicable DoD, Air Force, and MAJCOM guidance
  • Analyze BUILDER data to support SRM planning, budgeting, and prioritization
  • Prepare reports, dashboards, and briefings for leadership and higher headquarters
  • Coordinate with facility managers, engineers, and planners to resolve data discrepancies
  • Provide training, guidance, and support to local users on BUILDER processes and best practices
  • Track assessment cycles and ensure timely updates to facility condition data
  • Support audits, inspections, and data calls related to facility management systems

EDUCATION & EXPERIENCE:

  • High School Diploma or equivalent
  • 3+ years' experience with BUILDER Sustainment Management System (SMS) or similar facility asset management systems

KNOWLEDGE & SKILLS:

  • Knowledge of civil engineering, facility management, or infrastructure sustainment concepts
  • Strong data management, analysis, and quality control skills
  • Proficiency with Microsoft Excel and standard data reporting tools
  • Ability to work independently in a deployed or OCONUS environment
  • Strong communication skills, both written and verbal
  • Prior experience supporting Air Force or DoD installations
  • Familiarity with SRM planning, facility condition assessments, and asset inventory processes
  • Experience coordinating with contractors and cross-functional teams

ADDITIONAL REQUIREMENTS:

  • Must possess a valid U.S. Driver's License
  • Possess a valid U.S. Passport (preferred)
  • Must be able to meet all current USCENTCOM Deployment Policy Requirements, as outlined in the USCENTCOM APR 23 MOD EIGHTEEN TO USCENTCOM INDIVIDUAL AND INDIVIDUAL-UNIT DEPLOYMENT POLICY
  • Able to obtain and maintain a valid Residency Visa for Qatar
  • Must be able to work in extreme environmental conditions including dust and high temperatures.
  • Must be able to endure long hours, exposure to weather and hazardous conditions.
  • Experience operating fuel trucks, hydrant systems, or bulk fuel storage facilities
  • Ability to work rotating shifts, extended hours, and in extreme weather conditions
  • Strong attention to detail and commitment to safety
  • Valid driver's license (commercial license preferred, if applicable)
