Job description

The Senior Quality Assurance Representative provides independent, field-level technical surveillance, quality assurance, and contract administration support for the U.S. Army Corps of Engineers (USACE) Louisville District during the vertical construction of the VA Louisville Medical Center in Louisville, KY. Reporting to the USACE Contracting Officer's Representative (COR), this role evaluates contractor execution against contract drawings, technical specifications, USACE 3-Phase Quality Control standards, and federal health and safety regulations. You are the primary government surveillance presence on-site - producing daily technical documentation, tracking field deficiencies, reviewing submittals and pay requests, and delivering objective engineering analysis to safeguard schedule, structural integrity, and contract conformance on a complex healthcare vertical facility.

This is a 100% on-site role with daily field reporting. Remote and hybrid work are not available.

On-site field surveillance & quality assurance

  • Conduct daily field surveillance of vertical healthcare construction to verify workmanship, materials, and methods conform to contract plans, approved submittals, and specifications.
  • Prepare and submit daily Quality Assurance Reports (QARs) on ENG Form 2538-1-R within 24 hours, documenting weather, manpower, equipment, active work areas, and non-conforming items.
  • Enforce the USACE 3-Phase Quality Control System, leading government surveillance during Preparatory and Initial phase inspections.
  • Verify site locations, layouts, alignments, and elevations against architectural, structural, and civil drawings before work begins.
  • Witness CQC material and specialized-systems testing (mechanical, electrical, plumbing, TAB, and healthcare systems) to confirm results fall within code parameters.
  • Maintain a centralized deficiency-tracking log and verify contractor corrective actions before final acceptance.

Submittal administration & technical conformance review

  • Review shop drawings, material submittals, equipment cut sheets, and submittal registers against specifications; provide written accept/reject recommendations to the COR.
  • Audit monthly redline as-built drawings for accurate recording of field alterations.
  • Evaluate contractor Quality Control, Safety, Progress Schedule, Environmental, and Asbestos/Hazmat plans for federal compliance.
  • Perform BCOES (Biddability, Constructability, Operability, Environmental, Sustainability) reviews of design modifications and submittals.

Safety, environmental & healthcare compliance oversight

  • Audit site conditions daily against USACE EM 385-1-1 and OSHA standards.
  • Report serious safety non-compliances immediately and prepare mishap investigation reports on ENG Form 3394.
  • Review Activity Hazard Analyses (AHAs) and participate in contractor safety coordination meetings.
  • Inspect infection-control barriers and environmental controls (dust containment, runoff, sampling) to healthcare-facility standards.

Technical advisory, change orders & claims support

  • Investigate unforeseen site conditions, drawing discrepancies, and RFIs; draft technical solutions for COR evaluation within contractual windows.
  • Prepare draft SOWs, technical descriptions, sketches, and cost estimates for contract modifications.
  • Perform cost/schedule impact analyses on change proposals against Independent Government Estimates (IGCEs).
  • Lead pre-final and joint final acceptance inspections with VA and USACE stakeholders; draft punch lists and verify deficiency resolution before closeout.

Requirements

  • Minimum 10 years in construction contract administration, quality assurance, or construction management performing field surveillance on vertical building construction.
  • Minimum 5 years in a QA, field inspection, or CM role specifically on vertical healthcare/hospital construction (VA medical facilities, military treatment facilities, or acute-care hospitals).
  • Demonstrated experience enforcing the USACE 3-Phase Quality Control System on DoD, USACE, or federal projects.
  • Demonstrated jobsite safety surveillance experience under USACE EM 385-1-1 or OSHA standards.
  • Ability to read, interpret, mark up, and disposition multi-discipline plans (architectural, structural, MEP, civil) and submittals for conformance.
  • Verifiable experience producing daily QARs, deficiency logs, and draft modification scopes of work.
  • No prior employment with the prime contractor awarded the main facility contract at the VA Louisville Medical Center (FAR 52.203-16 independence).
  • Ability to report 100% on-site daily in Louisville, KY.
  • U.S. Citizenship or lawful work authorization; eligible to pass background screening and obtain CAC/PIV site credentials.


Preferred qualifications

  • USACE Resident Management System (RMS 3.0) proficiency.
  • OSHA 30-Hour Construction Safety or USACE EM 385-1-1 40-Hour certificate.
  • Familiarity with NFPA 99 (Medical Gas), NFPA 101 (Life Safety), NFPA 70 (NEC), HVAC/TAB (ASHRAE/NEBB), and ICRA.
  • Bachelor's in Construction Management, Civil/Mechanical/Electrical Engineering, or Architecture.
  • Active CCM or USACE CQM-C certificate.
