Job Description Summary
The purpose of this job is to lead and drive innovation, design, planning, and implementation of Geographic Information Systems (GIS) and related applications. This position performs the most complex tasks involving GIS analysis, database design and management, system architecture, and application development. The role also includes project management responsibilities for planning and executing projects with significant data or GIS components. The incumbent provides expert recommendations on project staffing, hardware, software, data, budget, and scheduling needs. Additionally, this position communicates complex technical concepts clearly and effectively to non-technical GIS users.
Essential Duties and Responsibilities - The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description
  • Performs complex data analysis using ArcGIS software, related extensions, relational databases, and other computer software.

  • Designs, develops, and maintains GIS and relational databases in multiple formats to support organizational needs.

  • Creates and implements custom GIS applications for both desktop and web environments.

  • Collaborates with stakeholders to define requirements and deliver meaningful, data-driven reports, maps, and visualizations.

  • Leads team efforts to identify and implement effective approaches for project completion and public outreach initiatives.

  • Serves as a working project manager for projects and programs. Plans project timelines, assigns tasks, and monitors progress.

  • Communicates complex technical concepts clearly and effectively, both verbally and in writing, to non-technical users.

  • Provides coaching and technical training to staff.

  • Regular attendance is a necessary and essential function.

  • Performs other duties as assigned.

  • 5 to 7 years' experience with enterprise GIS systems.

Licenses or Certifications
  • Valid driver's license

  • Information Technology Infrastructure Library (ITIL) certification.

  • Geographic Information Systems Professional (GISP) within one year of hire.
