Job Description

We are seeking an experienced GIS Programmer Analyst with strong expertise in .NET, Python, and Esri GIS technologies to develop, enhance, and support enterprise GIS applications. The ideal candidate will have hands-on experience with ArcGIS Enterprise, Utility Network, ArcGIS Pro, Portal for ArcGIS, Oracle/SQL Server databases, and GIS application development in utility environments.

Required Skills
  • 5+ years of experience as a GIS Programmer Analyst using .NET and Python.

  • Strong hands-on experience with Esri GIS technologies, including:

    • ArcGIS Enterprise

    • ArcGIS Pro

    • Portal for ArcGIS

    • ArcGIS Server

    • Utility Network

    • Feature Services

    • Enterprise Geodatabases

  • Experience developing, enhancing, and supporting GIS applications, integrations, web services, and automation workflows.

  • Strong experience with Python, ArcPy, REST APIs, JSON, and automation scripting.

  • Proficiency in SQL and relational databases, preferably Oracle and/or Microsoft SQL Server.

  • Experience troubleshooting complex GIS applications, integrations, and production support issues.

  • Understanding of Software Development Life Cycle (SDLC), testing methodologies, release management, and production support.

  • Ability to create technical documentation, workflow documentation, and support procedures.

  • Strong analytical, communication, and problem-solving skills.

  • Ability to work effectively with business users, technical teams, vendors, and cross-functional stakeholders.

  • Utility industry experience (Electric, Gas, Asset Management, Field Operations, OMS/NMS).

  • Experience with FME, ETL tools, batch processing, and data transformation.

  • Experience with enterprise utility platforms such as SAP, EWAM, AUD, Locusview, OMS/NMS, MIMS, or similar.

  • ArcGIS Enterprise Administration, Portal upgrades, service publishing, hosted feature layers, and performance tuning.

  • Oracle Spatial, Enterprise Geodatabase Administration, Versioning, Reconciliation, and Data Validation.

  • Experience with JavaScript, HTML, CSS, and .NET web application development.

  • Familiarity with Cloud technologies, Hybrid Architecture, Containers, High Availability, and Disaster Recovery.

  • Exposure to AI/ML, GeoAI, Remote Sensing, LiDAR, or Predictive Analytics.

  • Knowledge of Cybersecurity, Data Governance, Compliance, and Change Management.

Responsibilities
  • Design, develop, enhance, and support enterprise GIS applications.

  • Build medium-complexity applications following modern coding standards and best practices.

  • Analyze business and technical requirements and implement scalable GIS solutions.

  • Develop backend services, integrations, automation scripts, and REST APIs.

  • Perform unit testing, integration testing, and support test automation activities.

  • Troubleshoot application, database, integration, and production issues.

  • Support ArcGIS Enterprise, Utility Network, Portal, and Enterprise Geodatabases.

  • Collaborate with Product Owners, Architects, Infrastructure, Security, and Development teams.

  • Create technical documentation, workflows, and production support documentation.

  • Participate in ongoing application maintenance, enhancements, and issue resolution.

  • Mentor junior team members and support knowledge sharing across the team.
