Job description

Job Description:

We are looking for a highly skilled and proactive Full Stack Software Developer to join our team supporting the Congressional Budget Office (CBO) under the SENTRY Blanket Purchase Agreement (BPA). As a Full Stack Software Developer, you will support the design, development, testing, and maintenance of web applications and supporting backend services. You will operate within CBO's trunk-based development workflow, contributing clean, reviewed, and well-documented code through shared branching strategies with frequent integration to the main branch. You will collaborate closely with CBO engineers, product owners, and analysts to understand requirements, refine user stories, and deliver working software iteratively.

Key Responsibilities:

  • Application Development: Design, develop, test, and deploy new features and enhancements across front-end (ReactJS) and back-end (Python/FastAPI) layers of CBO applications.
  • API Development: Build and maintain RESTful APIs using FastAPI, ensuring proper validation, error handling, versioning, and documentation (e.g., OpenAPI/Swagger).
  • Front-End Development: Develop responsive, accessible front-end interfaces using ReactJS, adhering to CBO UX standards and Section 508 accessibility requirements.
  • Database Management: Implement and manage data models, queries, migrations, and stored procedures within PostgreSQL databases, with attention to performance and data integrity.
  • Containerization & Cloud: Package applications using Docker; support deployment to AWS environments (ECS, EKS, or equivalent managed services).
  • Quality Assurance: Write and maintain automated unit, integration, and regression tests for both back-end (pytest) and front-end (Jest, React Testing Library) code.
  • Documentation: Maintain accurate, up-to-date technical documentation for all developed systems, including API documentation, data model diagrams, architecture decision records (ADRs), and developer setup guides.

Required Qualifications:

  • Clearance: Must be eligible to obtain and maintain a Public Trust Tier 2 clearance (background check conducted through U.S. Capitol Police).
  • Experience: Demonstrated proficiency in the core technology stack.
  • Technical Proficiency: Demonstrated hands-on experience with:
  • Python and FastAPI
  • ReactJS
  • PostgreSQL
  • Docker
  • AWS services (EC2, S3, RDS, CloudWatch, ECS/EKS)
  • Development Practices: Experience with trunk-based development, CI/CD pipelines, and code review processes.
  • Testing: Experience with automated testing frameworks (pytest, Jest, React Testing Library).

Desired Experience:

  • Knowledge of Infrastructure as Code (Terraform) and GitHub Actions.
  • Experience with GitHub Copilot or AI-assisted development tools.
  • Familiarity with Section 508 accessibility compliance.
  • Knowledge of NIST SP 800-53 and FISMA compliance requirements.

Clearance Requirement: Must be eligible for a Public Trust Tier 2
