Position Overview

We are seeking a skilled Software Developer / Database Specialist to support the National Institute of Standards and Technology (NIST) Center for Nanoscale Science and Technology (CNST) NanoFab in Gaithersburg, Maryland. This role is responsible for developing and maintaining the System for Project Management (SPM), managing the Virtual Database (VDB), generating custom reports, and providing database development support across the CNST application suite.

The ideal candidate is a mid-to-senior level developer with strong Java and SQL skills, experience with enterprise reporting tools (Jasper Reports, Birt), and proficiency in Python and Django. This position requires the ability to work with complex database architectures, write sophisticated SQL queries, and support data integration across multiple systems.

This is a non-personal services contract position. The contractor employee reports directly to the Prime Contractor for all human resources, disciplinary, and administrative matters, while receiving work direction and prioritization from CNST NanoFab management.

Key Responsibilities
  • Maintain and enhance the System for Project Management (SPM) application
  • Write code in Java, Kotlin, JSP, HTML, CSS, JS, and SQL
  • Develop Java code reports for extracting PI and project data
  • Update PI and project procedures based on current NIST and CNST requirements
  • Automate external user project renewal procedures and notifications
  • Implement automated SPM lifecycle project protocols
  • Manage the Virtual Database (VDB) using XML, SQL, and Java with Teiid 9.x and JBoss
  • Write complex SQL queries including grouping, aggregation, counts, sums, case selects, and cross-database queries
  • Execute data calls: extract CNST statistical information from application databases
  • Provide data-call SQL scripts and code to CNST management
  • Support Oracle RDBMS and PostgreSQL databases
  • Maintain and enhance Jasper Reports (JR) using Java, Jasper Reports 7.x, and Jasper Studio
  • Generate custom metric reports from the Virtual Database
  • Create and maintain Birt reports within SPM
  • Develop CSV/PDF export functionality for user statistics and reports
  • Implement automated reconciliation engines for cross-system data discrepancies
  • Maintain the NBS REST API (Python)
  • Support integration between SPM and Zotero publication database
Qualifications
  • Bachelor's degree in Computer Science, Information Technology, or related field
  • Minimum five (5) years of software development experience
  • U.S. Citizenship or permanent residency required
  • Must be able to obtain a NIST site badge; must pass criminal background check and fingerprinting
  • Proficiency in Java, Kotlin, JSP, HTML5, CSS, JS, XML, SQL
  • Proficiency in Java Spring Framework, EclipseLink, Activiti Workflow, Jetty Server
