Job description

Part-Time Full Stack Developer – DoD / Cloud One

Location: Remote

Schedule: Part-Time – Approximately 20 Hours/Week

Clearance: Active Secret Clearance Required

Employment: Part-Time with potential to expand as development needs increase


Position Overview

We are seeking an experienced Full Stack Developer to support a Department of Defense (DoD) healthcare technology program focused on the sustainment, enhancement, and modernization of a mission-critical operational application.


This position will initially support the program on a part-time basis, approximately 20 hours per week, as the application is currently operating primarily in a sustainment and continuous-improvement environment. The role has the potential to expand as future development and modernization requirements increase.


The developer will work across the application stack supporting backend services, responsive user interfaces, data management, system integration, and deployment within a DoD Cloud One / DevSecOps environment.


The underlying system must support users operating in Denied, Degraded, Intermittent, or Limited (DDIL) connectivity environments, making experience with offline-capable applications, synchronization, and distributed data particularly valuable. The PWS specifically emphasizes store-and-forward capabilities and near-real-time synchronization between field locations and enterprise/cloud environments.


Key Responsibilities

· Develop, maintain, troubleshoot, and enhance full-stack application capabilities.

· Build and maintain backend services using Python, preferably FastAPI, with Django or Flask experience also considered.

· Develop APIs and data-access layers using SQLAlchemy/SQLModel and manage database schema changes using Alembic.

· Develop and enhance responsive frontend applications using React; experience with Angular or Vue will also be considered.

· Develop interfaces optimized for desktop, tablet, and handheld/mobile form factors.

· Work with PostgreSQL databases; Oracle experience is beneficial, particularly for legacy-system migration and integration.

· Develop and maintain containerized applications using Docker and Kubernetes.

· Support applications designed to operate in offline or intermittently connected environments, including data replication, store-and-forward patterns, queue-based synchronization, and conflict resolution.

· Participate in Agile development activities, including backlog refinement, sprint planning, development, testing, code reviews, demonstrations, and defect remediation.

· Support CI/CD and DevSecOps pipelines, automated testing, vulnerability scanning, deployment, and release activities.

· Support application integration and API development with other DoD systems and services.

· Assist with troubleshooting production and sustainment issues and implement patches, bug fixes, and approved enhancements.

· Support DoD cybersecurity and compliance requirements, including ATO, RMF, STIG, CAC/PKI authentication, and continuous compliance activities.


The PWS specifically requires Agile development, software updates to address defects/test results, and CI/CD pipelines incorporating testing, security scanning, compliance and deployment automation.


Required Qualifications

· Active DoD Secret security clearance

· Strong hands-on Python development experience

· Experience developing RESTful APIs and backend services using FastAPI, Django, Flask, or similar frameworks

· Hands-on experience with React or comparable modern JavaScript frameworks

· Experience with relational databases, preferably PostgreSQL

· Experience with Docker and containerized application development

· Working knowledge of Kubernetes

· Experience developing and consuming APIs

· Experience with Git-based source control and modern CI/CD pipelines

· Strong troubleshooting and software sustainment skills

· Ability to work effectively in a distributed Agile development environment

· Ability to work approximately 20 hours per week, with availability during portions of normal Government business hours


Highly Desired Qualifications

· Previous DoD Cloud One development experience

· Experience supporting DoD or federal applications operating under an ATO

· Familiarity with RMF, STIGs, DevSecOps, and continuous ATO/compliance

· Experience with CAC/PKI authentication

· Experience developing applications for DDIL or intermittently connected environments

· Experience with store-and-forward architectures, message queues, data replication, synchronization, and conflict resolution

· TypeScript experience
