Job description


Provide technical advice, guidance and training regarding assigned engineering program areas. Prepare analyses, reports, and recommendations based on engineering determinations. Provide engineering support and consultation related to engineering program area. Effectively manage assigned projects to ensure timely and accurate completion. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs. Serves as a multi-skill bridge asset management engineer to assist in developing and implementing bridge management system analysis, life cycle cost analysis and optimization, funding analysis, maintenance management systems, and dashboards; integrating various systems and platforms; and developing comprehensive reports. Analyzes multiple objectives performance management metrics, assets deterioration models, funding scenarios and or constraints in order to- maximize bridge assets service life, minimize their life cycle costs, determine predictive indicators of low performance, and determine the most effective maintenance and construction practices. Provides assistance for conceptual, preliminary, final design and technical support construction of the new construction, replacement, rehabilitation and maintenance of bridges, culverts and other structures; develops construction plans, specifications, special provisions, quantities, project cost estimates, and construction cost estimates; completes interdisciplinary coordination of, and review and interpretation of reports by other disciplines; completes structural analysis and design of bridges, culverts and other structures in accordance with VDOT and AASHTO standards, specifications, policies and practices.
How you will contribute:
  • Analysis and Technical Reporting: Analyze and interpret engineering data and information. Prepare complete, clear and concise reports and recommendations.
  • Communication: Establish an effective line of communication between VDOT, contractors, government agencies and the public. Investigate issues and resolve complaints.
  • Data Analysis: Use software to include Excel, Python, Access, Tableau, Power BI, statistical software, GIS; use and modify databases, and or SQL and VBA to collect, extract or combine data for data analysis; complete analysis of NBI, NBE, financial and other data; and draw rational conclusions, develop solutions, and propose recommendations from the analysis. Complete aspects of the bridge maintenance, management and asset management program including bridge management, performance management, risk quantification and analysis, life-cycle cost analysis, multi-objective optimization and funding analysis.
  • Design Engineer: Serve as Designer for development of contract packages for bridges, culverts and other structures. Develop design plans, specifications, special provisions, quantities, project cost estimates, and construction cost estimates. Coordinate with other disciplines including the roadway; drainage; geotechnical; utilities, right- of-way; hydraulic and hydrologic; traffic; environmental; and construction disciplines. Review reports by other disciplines. Develop conceptual plans, preliminary plans.
  • Design and Analysis of Structural Elements: Complete structural analysis and design of bridges, culverts and other structures including sizing and detailing of components. Ensure the above complies with VDOT and AASHTO standards, specifications, codes, and regulations as they relate to bridge and structural design.
  • Engineering Process Management: Use established VDOT policies and procedures in the development and delivery of engineering projects. Engineering projects are completed in compliance with state and federal laws and regulations.
  • Manage Assigned Activities: Plan, schedule and coordinate engineering program activities such that deliverables are met within the established scope and timeline.
  • Office Practices: Develop office practices in terms of standards, specifications, codes, and regulations for analysis and design requirements, design plans, specifications, special provisions, quantities, project cost estimates, construction cost estimates and constructability for the maintenance, repair, widening and rehabilitation of bridges, culverts and other structures. Collaborate with VTRC on applied research and implementation projects. Collaborate with peers, industry and stakeholders including other divisions, districts, VTRC, localities, and construction industry.
  • Program Assistance: Help with project selection, programming and funding of bridge projects for the construction program.
  • Project Engineering: Assist in the management of projects and tasks including development of and managing the scope, schedule, budget, deliverables, change management, quality, and status reports. Complete multiple concurrent tasks and assignments, and report updates on their status.
  • Quality Program: Help implement the Quality Program for assigned roles such as Designer, Quality Control Checker, Quality Assurance Reviewer, or manager of the project, task or assignment.
  • Reporting: Develop presentations, SharePoint Sites, web pages, dashboards, and comprehensive reports.
  • Special Assignments: Manage special program initiatives and projects as assigned. Serve and represent VDOT or assigned program area on various committees and work groups.
  • Teamwork and Customer Service: Demonstrates customer service and work habits that reflect the VDOT Values, and coordinates the flow of information both orally and in writing.
  • Technical Support: Provide technical support during construction for replacement, rehabilitation and maintenance of bridges, culverts and other structures.

  • A combination of training, experience, or education in Civil Engineering, Data Decision Analysis, or related field desired.
  • Completed NBIS in-service bridge inspection. Completed element level inspection, and have in-depth knowledge of the AASHTO Manual for Bridge element inspection.
  • Engineer-in-Training (EIT) or Professional Engineer's (PE) license.
  • Experience scoping bridge projects; designing and analysis of structural elements; sizing and detailing of components, and IAW VDOT and AASHTO standards.
  • Experience with Excel, Python, Access, Tableau, Power BI, statistical software, GIS software, SQL and VBA for complex data analysis, SharePoint Sites, web pages, and dashboards.
