Responsibilities and Qualifications
Software Engineer III (Clinical Repository) for Capital Blue Cross to report to HQ at Harrisburg, PA and may work remotely from any state/metro area permitted by corporate policy. JOB SUMMARY: build, maintain + enhance proprietary clinical data analytics repository. JOB DUTIES: Plan, lead + oversee projects using project management process to ensure due dates + budgeted costs. Coordinate w/ customers + IT. Analyze + research business problems to determine impact on existing business + IT systems + feasibility of automation. Conform w/ PMO guidelines + procedures when developing IT solutions to defined business problems using structured methodologies. Conduct meetings w/ customers to ensure requirements are defined + satisfied. Design innovative solutions using emerging + existing tech, + determine feasibility + practicality of implementation within current or future environments incl processes req to support accepted solutions. Prepare test data + conduct program + system tests to ensure compliance. Assist customers in establishing acceptance criteria + effectiveness of proposed solutions. Maintain knowledge of dept's programming languages + tools, coding + design techniques, db management systems, processing platforms + emerging tech via continued education+ training. Analyze functional + tech aspects of existing systems to ID areas to improve for cost savings + quality + service. Develop + maintain programs or systems and related elements (scripts, stored procedures, docs, maint schedules, etc). Lead or participate in eval + selection of vendor software + integrate software with existing systems. Act as a focal point for problem resolution +customer inquiries. Analyze + research new tech, tools + methodologies. Multitask + adapt to changing priorities of customers. Work independently + w/ a project team. Communicate effectively in presentations, documentation, + all communications. Ability to provide off-hours assistance to support customers + IT initiatives. May undergo background checks. Wage range: $77,106 to 119,390 annually.
Must have Bachelors in Comp Sci, Bus Admin, or related field; and 2 yrs relevant IT exp. Also requires skills (2 yrs exp) in: data analytics; analysis and design concepts; database management technologies; data modeling practices and database platforms; programming languages, testing and productivity tools; interpreting and applying customer business practices, procedures and concepts; project management techniques; server technologies and platforms; healthcare standards and parsing complex clinical data formats; data analytics platform that provides insights in to healthcare data (including claims and clinical); clinical data formats (organizing, mapping and presenting insights and opportunities); HL7, FHIR; clinical data formats (CCD, ADT, Labs); and C#, Node.js, Python, SQL, Informatica and REST API.
