Job description

Job Responsibilities The mission of the South Carolina Department of Education (SCDE) is to serve students, support teachers, empower parents, and engage the community so that every student graduates prepared to reach their full potential. Job Purpose: The South Carolina Department of Education is seeking a Data Analytics and Visualizations Solutions Developer to leverage cutting-edge technology that fosters innovation and enhances operational efficiency. The ideal candidate will be eager to grow their skills in a fast-paced, tech-forward environment, working with the newest languages and platforms in developing cloud-based data and visualization solutions that support the Agency's strategic initiatives.

This developer will collect complex datasets, ensure data quality and accuracy, analyze data, and prepare actionable reports to end users through advanced visualizations. Expertise in data visualizations, data structures, and coding are required for this position. The ideal candidate will be able to convey analysis and findings in ways that can be understood by technical and non-technical audiences.

Responsibilities: Develop & Maintain Data-Driven Reporting Solutions: Design, monitor, and maintain web-based reports and dashboards using agency Business Intelligence solutions (PowerBI, Preset, Tableau, SAS Portal). Translate complex datasets and information into meaningful reports using data visualization technologies. Develop and Manage Data Reporting Code: Design and maintain robust code, including program development, output review, and delivering reports to stakeholders.

Enhance Data Quality: Create and implement reports that improve data accuracy, completeness, and connectivity. Project Management: Meet with SCDE team members and external partners to understand needs and questions, identify data and analysis to answer questions, ensure data quality, and communicate actionable reports and findings from the analysis. Establish and document processes for updating and maintaining recurring reports.

Integrate enterprise applications with cloud data platforms (including Azure and AWS), ensuring efficient data retrieval, storage, and access to support organizational needs, while considering factors such as data storage, processing, security, and accessibility. Leverage Azure OpenAI to integrate AI-driven features into applications where appropriate, enhancing their functionality through intelligent data processing and analysis. Collaborate with divisions, and cross-functional teams, fostering strategic partnerships in carrying out Agency-wide analysis and development services that align with organizational goals and requirements.

This position is located in the Office of Information Technology. Minimum and Additional Requirements A high school diploma and work experience in the modification and maintenance of system programs, the design and development of system software, or the testing and debugging of system software. An associate's degree or a bachelor's degree in a related field may substitute for the required work experience.

Preferred Qualifications A bachelor's degree (master's preferred) in a quantitative field such as Statistics, Educational Statistics, Economics, Public Policy, Data Analytics, or related discipline. Expertise in Business Intelligence solutions such as PowerBI, Preset, Tableau, and SAS Portal. Expertise in SQL and other analytics platforms such as SAS, R, and/or Python.

Knowledge of methods of research design, data collection, data manipulation, data analysis, and presentation of information. Strong analytical skills and ability to interpret complex data, identify data quality problems, and develop innovative solutions to improve data quality and reporting. Desire to innovate and create cutting-edge reports to improve data quality and analysis, ensure stakeholder understanding of key trends and findings, and drive data-informed decision-making throughout the state.

Willingness to work well with people, both technical and non-technical, to convey knowledge and build positive working relationships, including team members, executives, and partners.
