Job description

Client: U.S. Bureau of Reclamation (BOR) - California Great Basin Region
Work Location: U.S. Bureau of Reclamation; 2800 Cottage Way, Sacramento, California 95825
Reporting Hours: 8am - 5pm, Pacific Standard Time
Clearance: Ability to obtain and maintain a DOI Personal Identity Verification (PIV) credential and successfully complete a National Agency Check (NAC).
Travel: Occasional travel within California and the western United States to support project meetings, training, field activities, and collaboration with Bureau of Reclamation stakeholders.
Geocgi is seeking a Consulting GIS Specialist (Service Center Manager & Application Developer) to lead the Bureau of Reclamation's California Great Basin (CGB) GIS Service Center. This position serves as both the operational manager and senior technical lead responsible for overseeing enterprise GIS operations, supervising technical staff, managing project workloads, and developing innovative GIS applications that support water resources, environmental stewardship, engineering, emergency management, and land resource programs across the region.
The ideal candidate is an experienced GIS leader with a strong background in enterprise GIS architecture, application development, database management, and team leadership. This individual will work closely with Bureau of Reclamation leadership to guide strategic GIS initiatives while ensuring the reliable operation, security, and continuous modernization of the CGB GIS enterprise environment. This position has a primary location of performance onsite, Monday through Friday at the of U.S. Bureau of Reclamation office; 2800 Cottage Way, Sacramento, California 95825
Key Responsibilities:
  • Manage the day-to-day operations of the California Great Basin GIS Service Center, including project planning, workload management, staff supervision, and customer support.
  • Lead and supervise GIS Specialists, Production Specialists, and technical staff while assigning work, monitoring schedules, and ensuring high-quality deliverables.
  • Oversee enterprise GIS operations, including ArcGIS Enterprise, ArcGIS Online, enterprise geodatabases, web services, and supporting cloud-based GIS infrastructure.
  • Design, develop, and maintain enterprise GIS applications, web mapping solutions, dashboards, and custom interfaces utilizing Esri technologies.
  • Develop GIS applications using JavaScript, ArcGIS Maps SDKs, Python, ArcGIS API for Python, ArcGIS Online, and other modern development frameworks.
  • Support systems administration activities in coordination with Bureau of Reclamation and Department of the Interior IT personnel, including GIS server configuration, software upgrades, backups, security, and system maintenance.
  • Manage enterprise geospatial databases while ensuring data integrity, accessibility, backup, and compliance with organizational standards.
  • Coordinate GIS production activities supporting mapping, spatial analysis, environmental modeling, flood inundation studies, emergency action planning, land records management, water resource management, and engineering projects.
  • Develop workflow automation, data processing tools, and analytical models utilizing Python, ModelBuilder, and related technologies.
  • Integrate GIS with engineering models, external databases, and enterprise business systems.
  • Conduct long-range planning for GIS hardware, software, cloud services, and emerging technologies while recommending modernization strategies.
  • Estimate project costs, staffing requirements, and resource utilization for GIS initiatives.
  • Develop technical documentation, standard operating procedures, and enterprise GIS governance practices.
  • Coordinate user training, technical support, and knowledge transfer activities for Bureau of Reclamation personnel.
  • Prepare weekly status reports, management reports, project documentation, and other contract deliverables.
  • Foster collaboration with federal program managers, engineers, scientists, and stakeholders to deliver innovative geospatial solutions supporting Bureau of Reclamation missions.

The following are requirements of the Consulting GIS Specialist (Service Center Manager & Application Developer):
  • U.S. Citizen
  • Ability to obtain and maintain DOI PIV credentials and successfully complete required background investigations.
  • Bachelor's degree in Geography, GIS, Computer Science, Engineering, Natural Sciences, or a related technical discipline. Equivalent professional experience may be considered.
  • 10+ years of professional GIS experience supporting enterprise GIS environments.
  • 5+ years of experience leading GIS teams, technical projects, or enterprise GIS operations.
  • Extensive experience administering ArcGIS Enterprise, ArcGIS Online, enterprise geodatabases, and web GIS technologies.
  • Experience designing and developing enterprise GIS applications utilizing JavaScript, Python, ArcGIS APIs, and modern web technologies.
  • Experience managing enterprise GIS databases, data architecture, and system administration.
  • Experience supporting cloud-hosted GIS environments and enterprise GIS infrastructure.
  • Experience integrating GIS with external databases, engineering systems, and analytical models.
  • Experience utilizing Python, ModelBuilder, and workflow automation to improve GIS operations.
  • Strong understanding of GIS systems architecture, networking concepts, database management, and enterprise application development.
  • Experience preparing project estimates, managing workloads, and leading multidisciplinary technical teams.
  • Excellent written and verbal communication skills with the ability to engage technical and non-technical stakeholders.

The following are preferred of the Consulting GIS Specialist (Service Center Manager & Application Developer):
  • Experience supporting the Bureau of Reclamation, Department of the Interior, or other federal land management agencies.
  • Experience with ArcGIS Server, ArcGIS Enterprise, ArcGIS Online administration, and enterprise geodata management.
  • Experience with Microsoft .NET technologies, C#, VB.NET, ASP.NET MVC, HTML, JavaScript, Bootstrap, jQuery, Dojo, or similar application development frameworks.
  • Experience integrating GIS with environmental, engineering, or hydrologic models such as CALSIM, DHI, or similar modeling platforms.
  • Experience administering cloud-hosted GIS environments.
  • Experience with remote sensing technologies, GPS data collection, and field mobility solutions.
  • Completion of recent Esri technical training related to ArcGIS Pro, Enterprise Geodata Management, Building Geodatabases, Cartographic Production, Spatial Analyst, or Field Maps.
  • GISP certification and/or Esri Technical Certification.

The annual base salary range for this position is anticipated to be $120,000 $150,000 USD. The listed salary range represents our good faith estimate for this position.
