Enterprise Architect - Digital Engineering

At U.S. Strategic Command (USSTRATCOM), you'll play a pivotal role in designing, managing, and optimizing cutting-edge enterprise IT systems that uphold the safety and security of our nation. Mission

USSTRATCOM is a Combatant Command responsible for strategic deterrence, nuclear operations, and enterprise IT services essential to national security. It oversees Nuclear Command, Control, and Communications (NC3), Joint Electromagnetic Spectrum Operations (JEMSO), Global Strike, and Missile Threat Assessments, working closely with other Combatant Commands, Services, and defense agencies. SCITLS will be a key component that will ensure mission success and the safety.

Job Description

  • Leads the development and curation of enterprise architectures using Model-Based Systems Engineering (MBSE) methods in alignment with Unified Architecture Framework (UAF) and Systems Modeling Language (SysML) standards.
  • Analyzes and recommends improvements to existing infrastructure and service offerings, including guidance and support in modernizing and securing networks and refactoring applications and migrating remaining data center applications to cloud.
  • Work in partnership with customers to understand and participate in the development of new mission support IT strategies assessing current and future skills and technologies to support emerging mission needs.
  • Makes recommendations to the customer in the shaping of the future of enterprise architecture and roadmaps for the command. Assesses DoW frameworks (DoWAF, UAF, TOGAF) and helps to ensure implemented use cases adhere to that framework.
  • Develops "as is" and "to be" architecture and solutions focusing on scalability and extensibility.
  • Assists in executing and maintaining enterprise Agile/SAFe activities.
  • Defines digital platform architecture frameworks, including design methodology and best practices to be used as a reference for the Architecture team.
  • Implements the platform under the control of an automated configuration management framework.
  • Holds responsibility for the architecture of the data framework that is required by the operations to collect and make available program performance metrics.


WHAT YOU'LL NEED TO SUCCEED:

  • Education & Experience: BA/BS (or equivalent experience) and 10+ years of experience
  • Required Certifications:
    • Security+ CE or CASP+ or CCSP or Cloud+ or CSSLP or other DoW 8140 certification
    • Ability to Obtain ITIL 4 Foundation - ITSM Certification within the first 9 months
  • Desired Certifications: Crestron Certified Programmer (CCP) or Certified User Experience Designer (CUED), or Python Certification (PCAP or similar)
  • Location: Onsite - Offutt AFB, Omaha, Nebraska - Relocation may be available
  • Security Clearance: minimum Top Secret.Must be willing to obtain Top Secret with SCI eligibility. TS/SCI preferred
  • Must be capable of system decomposition via OMG frameworks (UML, DoWAF 2.0/UPDM, SysML, UAF)
  • Must be able to model system decomposition at various levels of abstraction (capability, operational, system, and functional), ensuring alignment across diverse mission areas.
  • Must be able to work collaboratively with stakeholders in a variety of system domains and analyze requirements, processes, systems, and/or capabilities.
  • Must be capable of extending UML-based models to other tools or modeling environments via existing frameworks/API's
  • Must be familiar with executable models (fUML specification preferred)
  • Establish and maintain architecture that enables data analytics and the collection of program performance metrics critical to mission continuity and decision-making.
  • Interact and professionally exhibit customer service skills and be able to present a positive approach with customers and peers
  • A complete understanding of operating within DoW and USSTRATCOM security policies, procedures, and guidelines.

  • Certification in modeling, e.g. OCSMP (OMG Certified Systems Modeling Professional)
  • Certifications or advanced education in Systems Engineering, e.g. INCOSE ASEP/CSEP/ESEP
  • Experience modeling complex systems for Department of War or other government organizations
  • Experience publishing models to web-based or document-based formats (e.g. Velocity Template Language)
  • Experience developing applications using object-oriented programming languages (Java preferred)
  • Strong written and verbal communication skills along with strong customer service
  • Ability to multi-task, prioritize commitments, and manage time effectively including attention to detail

The likely salary range for this position is $149,600 - $202,400. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
