Regular, Full-Time, RCUH Non-Civil Service position with the School of Ocean and Earth Science and Technology (SOEST), Cooperative Institute for Marine and Atmospheric Research (CIMAR), located at the National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) in Honolulu, Hawai'i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $5,500 - $6,500/Mon.
DUTIES: Serves as lab coordinator for research projects and/or operations in one of the following research areas: (1) Fish and Larval Fish Ecology, (2) Pelagic Ecology, (3) Spatial Ecology, or (4) Coral Reef Systems including designing, evaluating, expanding, implementing, and improving sampling methodologies, procedures, and operations particularly in regard to morphologic identification and genetic analyses. Analyzes information and objectives from a strategic and operational perspective, determines requirements and resources, and makes recommendations to the managers, investigators, and sponsors. Specifically works with the Ecosystem Sciences Division (ESD) to support research under the Magnuson-Stevens Fisheries Conservation and Management, marine ecosystem research, and conservation efforts. Specific research activities may include processing of zooplankton collections to determine the composition and abundance of larval fishes, assessing environmental drivers of these patterns, and supporting data collection and genetic analyses of environmental DNA samples from across the U.S.-Affiliated Pacific Islands. Plans and implements research activities to meet project objectives. Leads, inventories and purchases (as necessary) supplies for laboratory and field efforts. Provides advanced programming and analytical and database creation and support for marine ecosystem science and oversees research cruise data management. Designs, develops, tests, implements, and documents database management systems for the Division's datasets. Creates scalable data tools and database applications to manage, integrate, and share raw and summarized data for internal and public use via networks and the internet using diverse programming skills. Implements and optimizes operational steps to collect, process, and retrieve field data including participation in surveys. Processes, analyzes, and summarizes multi-disciplinary data. Contributes to or leads the preparation of scientific manuscripts or technical reports for publication and presentation. Prepares and delivers presentations and papers as part of the program's education and outreach efforts. Prepares materials for program reviews and travels to workshops, and meetings.
PRIMARY QUALIFICATIONS:
EDUCATION: Master's Degree from an accredited college or university in Marine Biology, Oceanography, Biology, Botany, Ecosystem Science, Hawaiian Studies, Pacific Islands Studies, Zoology, GIS, Computer Sciences, Ocean Engineering, or related field involving studies of marine science or pelagic ecosystems.
EXPERIENCE: One to three (1-3) years of experience with marine research projects, which included data analysis and report writing, and at-sea experience. Experience in computer coding languages, such as R, Python, command line, C/C++, or Procedural Language/Structured Query Language (PL/SQL) or their equivalent. Experience with developing computer programs and scripts, data collection, data capture, data processing, data maintenance, data archival, and data dissemination. Experience with laboratory bench work and classification such as taxonomic identification.
KNOWLEDGE: Working knowledge of the following areas: oceanographic processes, fish and ichthyoplankton taxonomy, pelagic ecology, programming in R/MATLAB/Python, trophic ecology, and genetics. Working knowledge of scientific and operational requirements for various genetic-based analyses such as those used for species identification and occurrence. Knowledge and understanding of principles and practices in the fields of bioinformatics, community ecology, population biology, conservation biology, and natural resource management. Knowledge of statistical procedures to perform data analyses, including interpretation of results pertaining to ecosystem processes. Working knowledge and understanding of place-based research and community relationship building in Hawai¿i and other Pacific Island communities.
ABILITIES & SKILLS: Must be able to meet and maintain the United States Department of Commerce (DOC) and National Oceanic and Atmospheric Administration (NOAA) security requirements to access work location. Must be a U.S. Citizen or Permanent Resident Alien. Must possess excellent written and verbal communication skills to write scientific manuscripts and technical reports, and to make presentations that are suitable for a range of audiences. Ability to work and make decisions independently and to meet programmatic requirements within schedule and budgetary constraints. Ability to independently plan, implement, and manage projects. Ability to lead and train research assistants in field and data handling procedures. Ability to coordinate with agencies concerned with research, management, and protection of coral reef ecosystems and build strong collaborative working relationships with potential partners in local management, non-governmental organizations (NGO), and research communities. Ability to use statistical, analytical, and presentation software. Proficiency with basic office productivity software tools, including word processors, spreadsheets in the Google Suite. Post Offer/Employment Condition : Must be able to meet U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) security requirements for working in a Federal facility, which includes being fingerprinted and having a Federal background check performed prior to date of hire and maintained throughout duration of employment. Must be able to complete the NOAA Laboratory Safety training within one (1) month from date of hire. Must complete the online Hazard Communication training immediately after hire or no later than employee's initial exposure to hazardous chemicals. Must be able to pass all training requirements, and maintain throughout duration of employment. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.
PHYSICAL/MEDICAL DEMANDS: Ability to work long hours outdoors at various captive facilities and remote locations with high exposure to sunlight, aboard research vessels and aboard small boats (15'-20') in coastal and oceanic waters. Ability to transfer and transport up to fifty (50) pounds of equipment. Post Offer/Employment Condition : Must be able to obtain NOAA Medical Clearance for embarking/working on NOAA research vessels or other appropriate vessels which includes providing proof of required immunizations and/or obtaining the necessary immunizations as required by NOAA Marine and Aviation Operations, and maintain throughout duration of employment.

SECONDARY QUALIFICATIONS:
Formal training or extensive experience in project management. Strong working knowledge of genetics benchwork protocols including DNA extractions, PCR, quantification, and NGS library preparation. Familiarity with local fishing communities and methods of fisheries-dependent and -independent sampling. Experience includes assessment of the spatio-temporal patterns in species distribution and abundance through the tropical Pacific.
