BizFirst is assisting our client with recruiting a skilled and experienced Automation Developer. This position supports the following program: U.S. Department of Transportation (DOT), Office of the Secretary (OST), Working Capital Fund (WCF), Office of Financial Management (OFM) — WCF IT Financial Management, Cost Model Development, and Systems Integration Support.

Our client is a boutique consulting firm that employs consultants and professionals with unique skill sets to support the federal government with strategic execution, financial process enablement, IT systems, and Enterprise Resource Planning (ERP) software implementation.


What will you do

Own the automation that compresses a five-day manual billing cycle to under one day — and the workflows that move disputes, approvals, and exceptions with full audit trails. The governing discipline: the machine moves the data; people review exceptions. We never automate a broken or unapproved rule. The client environment is Google-based — Google Workspace (Sheets, Drive, Chat, AppSheet, Apps Script) and Google Cloud analytics (BigQuery, Dataform, Looker), alongside Delphi, ServiceNow, and PRISM. Candidates with Microsoft-stack depth (Power BI, Power Automate, Power Query, SQL Server) and the aptitude to transfer are strong fits; direct Google-stack experience is a significant plus.


Responsibilities:

· Design and build the automated billing-cycle workflow end to end: scheduled ingestion, validation on load, execution of the approved calculation logic, self-populating exception queues, pre-bill review and approval flows, and publication handoffs.

· Develop AppSheet applications and automation bots for dispute management — submission from the bill line with charge context attached, owner assignment, reason codes, SLA timers, escalation, evidence links, and resolution tracking with status surfaced to the reporting layer.

· Build orchestration, notifications, and audit logging in Apps Script (Google Chat, Gmail); use Cloud Workflows or Composer where the Government authorizes heavier scheduling.

· Codify only DOT-approved business rules; maintain change control, versioning, and a complete audit trail for every automated step.

· Instrument cycle-time and touch-point metrics so automation gains are measured against the documented baseline, not asserted.

· Produce workflow documentation and runbooks; support user acceptance testing and Government reperformance of the automated cycle.


Requirements:

· Security Clearance: Public Trust or the ability to obtain one.

· Candidates whose experience is limited to advisory, strategic, or conceptual consulting will not meet this program's bar. The client explicitly requires demonstrated, hands-on implementation experience — deployed cost models, executed billing cycles, delivered automations, and operational financial products.

· Bachelor’s degree in Computer Science, Information Systems, Business, or a related field, or equivalent additional experience.

· 4+ years building workflow automation or low-code/no-code business applications in a controlled (change-managed, audited) environment.

· Proficiency in JavaScript (Apps Script) or Python for scripting and integration glue.

· Demonstrated experience automating financial or transactional processes with approval gates, exception handling, and audit-trail requirements.

· Process-mapping fluency: able to document a manual cycle, isolate judgment steps from assembly steps, and automate only the latter.


Desired Skills

· Google Workspace automation: AppSheet (apps and bots), Apps Script, Chat integrations, Forms.

· Microsoft Power Platform background (Power Automate, Power Apps) or RPA (UiPath) with clear transfer aptitude — the patterns carry directly.

· ServiceNow workflow experience; federal billing or month-end close operations; Section 508 awareness for user-facing forms and apps.
