The Team
Our Health Engineering Solutions (HES) team works side by side with customers to articulate a vision for success-and then make it happen. We know success does not happen by accident. Our team supports efforts to improve patient care quality and consumer decision-making by collecting, computing, and publicly reporting outcomes-based hospital quality measure data. This contract supports the development of a human-centered reporting system that enables data refinement, filtering, comparison, and access to supplemental information. Leveraging modern technologies, DevOps practices, and cloud-based infrastructure, our dynamic environment brings together multiple project teams to deliver an integrated solution.
The Work
We are looking for a talented Software Engineer who is eager to apply expertise in computer science, software engineering, databases, and distributed processing frameworks to manage, maintain, and develop innovative solutions supporting FHIR data authorization services.
If you have experience with Python, Django administration, JavaScript, pytest, GitHub Actions, Podman, CloudTamer (Kion), and AWS-and want your work to help empower hundreds of thousands of Medicare enrollees to own and manage their healthcare data-we want to meet you.
You will work on projects that support the Centers for Medicare & Medicaid Services (CMS) while collaborating with third-party applications and CMS cross-functional teams to enhance data-sharing and ownership capabilities for Medicare beneficiaries. You will be closely involved in the authorization of FHIR resources that enable these capabilities.
This program helps ensure compliance with CMS standards while supporting high-quality healthcare outcomes. We are a collaborative organization, and we value team members who can share their knowledge of Spark, influence design decisions, and help troubleshoot complex runtime issues.

Key Responsibilities and Job Duties
  • Design and build software processing pipelines using tools and frameworks within the AWS ecosystem.
  • Collaborate with a highly engaged, cross-functional team of software engineers, UX designers and researchers, infrastructure engineers, product owners, and stakeholders.
  • Participate in third-party application demonstrations and authorization reviews.
  • Perform full-cycle software engineering activities, including design, development, testing, deployment, and maintenance.
  • Partner with DevOps engineers on CI/CD and Infrastructure as Code (IaC) initiatives.
  • Interpret technical specifications and translate requirements into code and design documentation.
  • Conduct code reviews and contribute to processes that improve code quality and maintainability.
  • Proactively monitor and improve the scalability, performance, and availability of systems.
  • Deploy solutions within AWS environments and validate results for accuracy and reliability.

Required Qualifications
  • Bachelor's degree or higher
  • 5+ years of software engineering experience in high-volume environments.
  • 2+ years of experience working with Python.
  • 2+ years of experience migrating applications or code to cloud environments.
  • 2+ years of experience working within Agile development methodologies.
  • Ability to obtain and maintain a Federal Public Trust clearance.
  • Must reside in the United States, be authorized to work in the United States, and perform all work within the United States.
  • Must have lived in the United States for at least three (3) of the last five (5) years.

Preferred Qualifications
  • U.S. Citizenship or Permanent Resident status strongly preferred due to federal contract requirements.
  • Master's degree and 5+ years of technical experience.
  • Experience working in the healthcare industry with PHI/PII data.
  • Federal government contracting experience.
  • Experience working as part of a dynamic, collaborative Agile team.
  • Strong written and verbal communication skills.
  • Prior experience working remotely in a full-time capacity.

Job Location: Remote (USA). Travel for a conference or to another ICF location for collaboration may be required once a year.
