Overview:

Acts independently in a senior technical role providing advanced technical leadership, policy implementation support, and supervisory oversight for the agency’s data governance and compliance functions; responsible for establishing and maintaining data standards, ensuring compliance with ILSOS and statewide cybersecurity requirements, and implementing NIST-aligned data handling practices; supervises data governance analysts and technical staff, leads development of governance frameworks, oversees metadata and classification programs, and ensures the secure and compliant management of data across the agency. Requiring both technical depth and policy-driven leadership.

Duties and Responsibilities:
  • Data Governance Leadership & Framework Development-Leads the design, implementation, and continuous improvement of data governance frameworks, policies, and standards; Establishes data classification rules, metadata standards, stewardship models, and compliance controls; Ensures governance practices align with enterprise architecture, ILSOS IT policies, and agency objectives; Supports additional governance, compliance, or technical initiatives as requested to implement using for example Purview policies, Azure Policy, and Logic Apps.
  • Team Supervision & Staff Development-Supervises data governance analysts and compliance-focused technical staff; Assigns work, reviews deliverables, conducts performance evaluations, and provides coaching and mentorship; Oversees staff training, cross-training, and skills development related to governance, compliance, and secure data handling.
  • Security, Compliance, and NIST-Aligned Practices-Ensures data governance and compliance activities adhere to NIST-aligned security requirements, ILSOS and statewide cybersecurity standards, and privacy regulations; Coordinates with cybersecurity on risk assessments, control implementation, access reviews, and policy updates; Oversees secure data handling procedures, retention/purge schedules, data sharing agreements, and audit readiness by implementing governance tools such as Microsoft Purview.
  • Cross-Functional Coordination & Stakeholder Engagement-Collaborates with Data Analytics & BI, Data Operations & Support, Application Development, and business units on governance implementation and compliance validation; Works with stakeholders to define authoritative data sources, standard KPIs, and documentation expectations; Supports enterprise projects by advising on compliance requirements, policy impacts, and secure data design by using data quality frameworks to support Medallion architecture for example of Azure platform.
  • Quality Assurance & Continuous Improvement-Establishes quality measures for governance deliverables such as metadata accuracy, classification consistency, and compliance reporting; Identifies opportunities to automate compliance controls, increase documentation consistency, and improve data management maturity; Evaluates and recommends enhancements to governance tools, catalog systems, and documentation processes; Participates in special projects and contributes to practice-wide improvements within the Enterprise Data Practice for example Azure Data Factory, and Synapse pipelines.
  • Performs other duties as assigned.
Education and Experience:

Requires knowledge, skill, and mental development equivalent to the completion of two years of college, with coursework in the computer science field AND 4.5 years of experience with technical systems and/or programming experience and/or IT project management, including at least 1-year supervisory experience or any equivalent combination of education and experience.

  • Requires extensive knowledge of systems design and implementation, including the way programs are written, compiled, and tested, the methods of operating computers, and the way data is transcribed into a suitable form and has an appreciation of the wider business context for those programs.
  • Requires excellent oral and written communication skills for effective engagement with colleagues and internal users/customers.
  • Requires extensive knowledge necessary to effectively perform the ability to exercise sound judgement in analyzing, evaluating, and solving problems of a procedural, organizational, administrative, and/or technical nature.
  • Requires the use and understanding of appropriate methods, tools, applications, and processes to demonstrate a rational and organized approach to work.
  • Requires awareness and adherence to organizational standards for security, privacy, and ethics. Requires extensive knowledge of the devices for capturing data for computers and the means available for receiving and transmitting data from remote locations to a computer.
