Job description

The Job The Purchasing Department is recruiting for a Purchasing Manager who manages the department's program for procurement of goods, supplies, equipment and services for use by County departments, districts and affiliates and monitors compliance of the procurement program with County, agency and policies; develops policy and procedures. CONDITIONS OF EMPLOYMENT Travel: A valid California Class C Driver License may be required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained. Background: Candidates selected for this position must pass a background investigation and medical examination including drug screening; candidates selected for law enforcement departments, public safety positions, or positions where legally required, must pass a more stringent background check.

Sponsorship: San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future. Minimum Requirements CANDIDATES MUST MEET THE FOLLOWING REQUIREMENTS: EDUCATION Must possess a completed/awarded Bachelor's degree in purchasing/supply management, business/public administration, economics, accounting, finance or related field. EXPERIENCE Must possess five (5) years of (full-time equivalent) experience of procurement or direct buying experience for goods and services AND two (2) years of full-scope supervisory experience.

SUBSTITUTION A Master's degree from an accredited institution in a qualifying field may substitute for one (1) year of the experience requirement. IMPORTANT NOTES: All work experience and education information must be clearly detailed and demonstrated on the application AND supplemental questionnaire to ensure qualifications are properly considered (resumes are not reviewed). EDUCATION Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education

Desired Qualifications The ideal candidate will exhibit the following abilities and/or attributes: Possession of Certified Public Purchasing Buyer (CPPB) or Certified Professional in Supply Management (CPSM) certification. Experience in a centralized, public sector purchasing department with direct purchasing and buying experience, contract administration experience, and strong knowledge of procurement policies

Customer service driven and results-focused in order to provide prompt and efficient service, including prioritization of customer services. Forward-thinking and innovative, with the ability to identify initiatives, motivate the team, and effect change. Problem solver with excellent organizational, communication, and leadership skills.
