Description and Terms of EmploymentThe Utility Services Technician performs skilled and semi-skilled work related to the operation and maintenance of the Water, Sewer and Storm Utilities in the City of Monona. The primary job function of this position is serving as a utility systems technician. Other job functions include assisting the public works streets division with snow and ice control, and other miscellaneous duties as needed or assigned.
This is a full-time position with full benefits. Starting wage is based on qualifications. Normal hours for this position are 7:00 a.m.-3:30 p.m., Monday-Friday, but qualified candidates must be able to work scheduled overtime (1 on-call week and weekend every 7 weeks, and 1 rotating holiday a year), along with unscheduled overtime for snow removal or other emergency operations.
Duties and ResponsibilitiesThe following duties are essential and normal for the position. These are not to be construed as exclusive or all-inclusive; other duties may be required and assigned.
- Assist with the operations and maintenance of a groundwater distribution system, which includes the wells and booster pumps, generators, fire hydrants, water mains and services, chemical feed pumps, water towers, and pump house facilities.
- Operate and maintain the sanitary sewer system, which includes inspecting and maintaining the lift station pumps and pump facilities, and assisting with cleaning manholes and pump house wet wells.
- Assist with scheduling the annual collection system maintenance and cleaning, and review the reports and video tape to determine maintenance needs.
- Occasionally enter confined spaces and climb water towers to perform general maintenance.
- Assist with completing Diggers Hotline locates as needed.
- Read blue prints and schematics and perform minor maintenance on pumps, motors, valves, chemical feed systems, electrical controls, generators, vehicles and other related equipment.
- Monitor the SCADA system for the water, sewer, and storm systems and troubleshoot problems that may arise.
- Monitor chemical feed rates and residuals, and collect water distribution samples as required by the WDNR.
- Install, repair, test, and read water meters.
- Keep daily records of the water distribution system and collection system as well as perform calculations and data entry.
- Operate and maintain various pieces of equipment such as dump truck, loader, excavator, snow plow, tractor, air compressor, utility trucks, and power tools.
- Participate in the after-hours on-call rotation for the utilities division (one on-call week and weekend every 7 weeks and 1 rotating holiday per year).
- While on-call, respond to SCADA alarms and respond to emergencies as needed and required.
- Assist the streets division with snow and ice control during the normal work day and after hours as needed.
- Perform all work functions in an efficient manner while maintaining the highest quality service possible, and while following the proper procedures for workplace safety.
- Perform any other related duties that are not listed here that may be required for this position, or as assigned.
Qualifications- A high school diploma or GED.
- Experience in the water, wastewater, or public works fields is desired, but not required.
- Must possess a valid driver's license and have a valid Wisconsin CDL or the ability to obtain one within one (1) year of hire date; must maintain these licenses for the course of employment.
- Must possess WDNR water system certification subclass G-groundwater and D-distribution or have the ability to obtain certifications within one (1) year of hire date.
- When on call, must be able to arrive on site within 45 minutes of notification for all utility emergencies.
- Must pass a post-employment-offer drug screen, physical, and background check.
Knowledge and Abilities- Must have knowledge of and experience in operating medium duty equipment, power tools, and specialized equipment typically found in the water and sewer industry.
- Must be able to work scheduled overtime on weekends and holidays.
- Must be able to respond to after-hours emergencies including, but not limited to, water main breaks, service leaks, water well and lift station alarms, and snow plowing.
- Ability to perform basic math functions
- Snow removal experience desirable
- Must be able to carry a City-provided cell phone while on duty and while on call rotation.
- Must pass random drug testing per City policy.
- Ability to communicate in a professional manner at all times while conducting City business
- Basic computer skills and knowledge of Microsoft Word and Excel, and experience with or ability to learn SCADA electronic control system
Minimum Physical Abilities Required to Perform Essential Job Functions- Ability to use hand tools and operate motorized vehicles and equipment
- Ability to move loads up to 50 pounds
- Ability to position body to access and perform work in a confined space, for example, entering a trench to repair a water main
- Ability to occasionally ascend/descend a ladder to access and perform tasks in water tower
- Ability to observe and inspect details at close range (within a few feet of the observer)
- Ability to keyboard to use a computer, phone, and tablet
- Ability to frequently work in outside conditions that include inclement weather, heat, humidity, and cold

The City pays 90% of the premium for single or family coverage plus 75% of the employee deductible for those who choose the high-deductible plan. Retirement: the City contributes a defined employer share (6.9% in 2024) to the Wisconsin Retirement System, the State of Wisconsin's pension plan for state and local government employees. The City also sponsors an additional 457 plan option through Mission Square Retirement.
Life Insurance: provided through the State of Wisconsin Group Life Insurance Program, the City contributes to the premium for insurance up to 2x annual salary. Employees can purchase insurance up to 5x their annual salary, plus spouse and dependent coverage, at their own expense.
Income Continuation Insurance: also provided through the State of Wisconsin's plan, this benefit provides income replacement for up to 75% of current salary for a short-term disability. The City provides this benefit with a 6-month elimination period. More insurance and shorter elimination periods can be purchased at the employee's expense.
Vacation: paid vacation is provided on a vacation schedule beginning with 8 days during the first year of employment, 13 days in years 1-6, 18 days in years 7-16, and 23 days after 16 years.
Sick Leave: one day of sick leave is provided per month with the ability to accumulate and convert up to 85 days of unused leave at retirement.
Paid Parental Leave: new parents receive 2 weeks of fully-paid leave for the birth, adoption, or foster placement of a child.
Family Care Paid Leave: employees are eligible for a supplemental benefit of up to 2 weeks of paid leave to care for a close member during a serious medical situation.
