Job description

Frontline General Engineering Construction is looking for an experienced Construction Foreman – Underground Utilities & Public Works to lead crews performing underground utility, excavation, grading, trenching, and civil construction operations.


We are looking for a production-driven foreman who can take ownership of daily field operations, keep crews productive, and manage underground work from excavation through installation, backfill, compaction, and final restoration.


Responsibilities

  • Lead and manage daily underground construction crews
  • Plan and coordinate daily field operations and crew assignments
  • Perform and oversee excavation, trenching, and shoring operations
  • Install underground utilities, including storm drain, sanitary sewer, water, and other underground infrastructure
  • Set and install underground pipe, structures, manholes, catch basins, and related improvements
  • Perform fine grading, subgrade preparation, backfill, and compaction
  • Read and interpret construction plans, profiles, details, elevations, and utility plans
  • Understand and maintain proper grades, slopes, elevations, and pipe alignments
  • Coordinate equipment, materials, trucking, labor, and subcontractors
  • Operate and direct the use of excavators, loaders, skid steers, compactors, and other construction equipment
  • Coordinate utility tie-ins, connections, and installations
  • Identify existing utilities and coordinate work around underground conflicts
  • Coordinate with inspectors, surveyors, project management, subcontractors, and utility representatives
  • Monitor production and ensure work is completed according to plans and specifications
  • Maintain safe excavation, trenching, and work-zone conditions
  • Maintain organized, safe, and clean work areas
  • Provide daily production updates and communicate field issues before they impact the schedule
  • Track manpower, equipment, materials, and progress
  • Troubleshoot field conditions and make decisions to keep work moving
  • Ensure each work location is fully completed, backfilled, restored, and closed out before moving to the next location


Qualifications

  • Minimum 5 years of underground utility or civil construction experience preferred
  • Previous foreman or crew-lead experience
  • Strong experience with underground utility installation and civil construction
  • Experience with excavation, trenching, shoring, grading, backfill, and compaction
  • Experience installing storm drain, sanitary sewer, water, or other underground utilities
  • Ability to read and understand construction plans, profiles, elevations, and utility details
  • Strong understanding of grades, slopes, elevations, and pipe installation
  • Experience working in City right-of-way and public works environments preferred
  • Strong understanding of construction sequencing, production, and manpower planning
  • Ability to manage multiple work locations and keep crews productive
  • Ability to operate and effectively direct heavy construction equipment
  • Strong problem-solving, communication, and leadership skills
  • Valid driver’s license
  • Safety-focused, dependable, and willing to take ownership of field operations
