About this Job The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana. Learn more about Louisiana Department of Health The Louisiana Department of Health (LDH) is seeking a collaborative and innovative professional to support the Rural Health Transformation Program (RHTP), a statewide initiative focused on strengthening healthcare access and sustainability in Louisiana's rural communities. In this role, you will partner with universities, healthcare organizations, and community stakeholders to analyze workforce trends and develop recruitment and retention strategies that help build a strong and sustainable healthcare workforce across the state.

Minimum Qualifications Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR A bachelor's degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information Job Duties: Manage statewide workforce initiatives and funding programs designed to improve rural healthcare access. Work directly with universities, training programs, healthcare providers, and professional associations to expand workforce pipelines.

Review applications, monitor program performance, and track workforce outcomes. Analyze workforce shortages and identify recruitment and retention strategies. Coordinate stakeholder meetings and provide technical assistance to participating organizations.

Prepare reports, presentations, and recommendations for program leadership and executive staff. Position-Specific Details: Preferred Experience/Skills Experience in healthcare workforce planning, workforce development, recruitment, retention, or educational program administration. Familiarity with undergraduate, graduate, residency, and allied health training programs, including accreditation, enrollment management, clinical placements, and program evaluation.

Experience conducting workforce needs assessments, gap analyses, and strategic planning. Understanding of rural healthcare delivery systems and workforce recruitment and retention challenges. Experience working with healthcare providers, universities, professional associations, licensing boards, or workforce agencies Location: Office of the Secretary / Rural Health Transformation and Sustainability / East Baton Rouge Parish Appointment Type: This position will be filled as a Job appointment (temporary appointment that may last up to 48 months).
