JOB DESCRIPTION
Manager, Systems Protection Engineering
Salary Grade: G04
Salary: BOE
This position is posted until filled.
SUMMARY
Oversees the strategic and day-to-day functions of the TNMP System Protection group. Develops engineering solutions and programs to ensure the safe and reliable design and operation of the protection system.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Leads, delegates, and coordinates engineering work associated with multiple simultaneous projects
  • Oversees the technical requirements for the design of new capital projects, including system expansion and infrastructure replacement projects
  • Oversees the development and implementation of high quality and comprehensive new or revised protection scheme, relay communication, metering, control, station and line design, and construction standards
  • Ensures compliance with codes, rules and regulations, policies, and standards for all work completed, including meeting appropriate external requirements such as state and Federal agency requirements (NERC, IEEE, ASTM, NFPA, etc.)
  • Oversees and ensures quality assurance of various new and existing infrastructure projectsDevelops annual performance goals and long-term strategic goals
  • Develops and manages capital, O&M, and E&S budgets associated with the department
  • Promotes awareness and compliance with all relevant corporate policies
  • Acts as a technical subject matter expert for NERC compliance. Manages capital, O&M and E&S budgets associated with the area
  • Recommends necessary changes in company engineering and construction standards
  • Provides support to and coordinates department work with various areas in the Company including: System Planning, System Engineering, Power Operations, Distribution Operations, and System Maintenance teams & Ensures compliance and successful implementation of various contracts
  • Represents TNMP at various assigned internal and external engineering and operating committees

COMPETENCIES
  • Competent in preparing proposals, presentations, and in direct interaction with senior-level management
  • Demonstrated Subject Matter Expert knowledge
  • Expertise in System Protection
  • In-depth understanding of the technical concepts associated with Telecommunications, Metering, Substations, and Lines
  • Knowledge of construction and maintenance of electric distribution and/or bulk power generation systems
  • Demonstrated ability to make independent decisions that require judgment, creativity and interpersonal skills
  • Demonstrated ability to effectively manage multiple diverse projects on time and within budget
  • Working knowledge and understanding of NERC reliability standards and their application
  • Demonstrated ability in leadership and motivating personnel

QUALIFICATIONS
MINIMUM EDUCATION AND/OR EXPERIENCE
Bachelor's degree from an accredited four-year college or university in engineering with seven to nine years of related experience in an electrical utility and in protection and controls specialty, to include two years of management experience, or equivalent combination of education and/or experience related to the discipline. Master's degree is preferred.
This position is covered by NERC-CIP cyber security standards. Prior to being hired, promoted or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check. Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training. Annual cyber security training is also required.
CERTIFICATES, LICENSES, REGISTRATIONS:
  • Must possess a current, legally valid driver's license and meet the company driving record requirements.
  • Texas Professional Engineers license is preferred.

SUPERVISORY RESPONSIBILITIES:
  • Directly manages the work of employees reporting to this position
  • Oversees the work of a multi-disciplinary team of employees with diverse technical skills
  • Reviews staff work and evaluate for appropriate staffing levels
  • Conducts performance appraisals, on-the-job training, and counseling for employees

COMMUNICATION SKILLS
  • Advanced verbal and written communication skills
  • Ability to read and comprehend complex instructions, correspondence, and memos
  • Ability to write complex correspondence

COMPUTER SKILLS
  • Working knowledge of database, spreadsheet, and word processing software.
  • Familiarity with protection engineering software such as Aspen OneLiner, Doble and Omicron testing software, Enoserv RTS, and SEL, GE, Novatech, and other relay or automation programs.

ANALYSIS AND PROBLEM-SOLVING ABILITY
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Ability to understand highly technical engineering concepts and make sound decisions regarding standards, codes, installations and other applications based on the technical data at hand.

PHYSICAL DEMANDS:
  • Ability to sit up to 2/3 of the time and to stand, walk, and stoop up to 1/3 of the time. Good vision and ability to adjust focus is required. Manual dexterity is required. Must occasionally lift and/or move up to 50 pounds. May be on 24-hour call during various periods of time.

WORK ENVIRONMENT:
  • Primarily office work environment, with occasional field visits to station and transmission locations involving equipment inspections and construction progress and review. Will be working near energized equipment up to 345kV. Occasional air travel to out-of-state venues for meetings and conferences.
  • Employees in Services Company may be responsible for providing services to various Holding Company subsidiaries and affiliates.
