Scope of Job
To provide leadership and oversight for strategic financial planning, financial reporting and budgetary planning and processes across the School of Medicine.
Description of Duties
  • Directs, manages, reviews and reports on monthly financials and end of year projections including analyzing and providing variance explanations.
  • Directs the planning and implementation of the annual SOM budget and develops long-term budget projections.
  • Manages the daily operations of assigned finance unit.
  • Supports the Associate Vice President, Financial Planning, SOM, by providing financial analysis, interpretation, and decision support for informed budgetary, planning, and operational decisions.
  • Provides leadership, direction, technical advice, and assistance to administrators regarding budget formulation, analysis, review, and compliance with the appropriate utilization of budgets/funds across the School of Medicine. Responsible for the oversight over short and long-range planning, financial analysis, budget development and financial reporting compliance monitoring for the School of Medicine.
  • Performs analysis and makes recommendations on complex financial methodologies involving revenues and expenses, across fund groups.
  • Directs, reviews and reports on financial, accounting and statistical data to internal and external users.
  • Oversees, prepares and analyzes financial reports on quarterly actuals and annual projected department profit and loss statements.
  • Monitors revenue and expenditures by generating and analyzing reports in order to provide recommendations to correct or improve the SOM's financial position.
  • Develops objectives and activities based on department goals.
  • Coordinates and reviews various academic financial reports, financial position forecasts, annual budgets, and/or salary reports required by external agencies. Assigns, trains, supervises, and evaluates the work of the assigned staff.
  • Promotes organization policies and procedures in compliance with local, state, and federal rules and regulations
  • Serves as SOM accounting, finance, budget liaison to various University departments.
  • Monitors the formulation and coordination of projects or event specifications, requirements for contracts and proposals, and associated documents.
  • Provides oversight for all administrative and personnel matters and transactions needing review and approval.
  • Reviews plant project requisitions and prepares analyses and recommendations for Associate VP Financial Planning SOM approval.
  • Develops, cultivates, and maintains working relationships with internal/external departments/agencies and other organizations.
  • Performs other duties as assigned.

Required Education
Bachelor's degree in Accounting, Finance, Business Administration or closely related field from an accredited university.
Preferred Education
Master's degree in Accounting, Finance, Business Administration or closely related field from an accredited University.
Licenses/Certifications

Required Experience
Five (5) years of progressive professional experience in complex financial planning and reporting to include supervisory experience.

Use of standard office equipment, personal computer, and audio/visual equipment.
Working Conditions
Needs to be able to successfully perform all required duties. Work is performed primarily in a general office environment. Some travel and weekend work is required. Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. UTRGV is a distributed institution, which may require presence at multiple locations throughout the Rio Grande Valley.
